GENERAL DESCRIPTION: Performs complex (journey-level) administrative and lead program work. Work involves assisting and disseminating work assignments and information to the Criminal History Inquiry Unit (CHIU); analyzes and coordinates research and technical assistance pertaining to the TxDPS Secure Website; assists with overseeing the development, implementation and monitoring of TxDPS Secure Website Computerized Criminal History Application. May provide guidance to others. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES:

1. Coordinates and delegates assignments and assist the Criminal History Inquiry Unit (CHIU) with essential job functions for the collection and
dissemination of criminal history record requests via fingerprinting and multiple web sources and databases.

2. Communicates and informs management, internal personnel, and/or external contacts on recommendations and/or implementing solutions based on
analysis of supported systems and through assisting technicians, internal departments, and outside agencies in troubleshooting issues.

3. Assists supervisor with researching and interpreting state and federal legislation to determine an organization’s eligibility to access department
systems and secure data.

4. Provides training for internal personnel and external customers utilizing department databases, and explain how to navigate through the functionality
of the systems.

5. Monitors employee attendance, completion of work assignments and Cisco phone lines to ensure availability to respond to customers, reporting any
issues to the supervisor.

6. Responds to inquiries regarding system issues and coordinate with vendor.

7. Reviews daily reports for III, FAST, and legal name change to ensure no errors occurred, and rapsheets were received from Reprographics.

8. Maintains office equipment and supplies, troubleshoot equipment errors, and report issues to the division administrator.

9. Updates internal forms and manuals to reflect updates from state and national policies and guideline changes.

10. Assists with the completion of civil subpoena's and notarized/certified mail.

11. Coordinates the preparation for seminars/presentations related to assigned program area for internal/external customers.

12. Plans, assign, and may supervise the work of others.

13. Attends work regularly and observe approved work hours in accordance with agency leave and attendance policies.

14. Performs other duties as assigned.


Qualifications


GENERAL QUALIFICATIONS and REQUIREMENTS:

Education – Graduation from an accredited four-year college or university with a Bachelor’s degree.

Experience – Minimum of one (1) year of experience performing complex administrative assistance involving customer service, performing technical, training, research, and program assessments to include one (1) year with the TxDPS Secure Site Applications – CCH, FACT, and/or Rap Back programs.

Substitution Note: Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis.

Licensure and/or Certification – If driving is required, must possess a valid driver license from state of residence.

Regulatory knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.

Supervisory/Managerial/Leadership skills – Knowledge of management/supervisory methods and principles, performance/productivity standards, and fiscal/budget management. Ability to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Ability to provide clear direction to others, promote teamwork and motivate others to accomplish goals.

Technology – Proficiency with Microsoft Office, CJIS systems, and appropriate levels of proficiency with utilized software and systems (e.g. CAPPS, SharePoint) and be able to learn new software/systems.

Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers. Must demonstrate DPS’ core values: Integrity, Excellence, Accountability, and Teamwork.

Research and Comprehension – Must demonstrate ability to quickly and efficiently access relevant information and be able to utilize and/or present research and conclusions in a clear and concise manner.

Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

Safety – Must be able to work in a safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.

Schedule and/or Remote/Telecommuting work and/or Travel – Availability for after-hours and weekend work is required. This position may have the ability to telecommute based on the needs of the division/agency.

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.

A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
