GENERAL DESCRIPTION : Performs moderately complex (journey-level) administrative and supervisory program work. Work involves assisting in establishing program goals and objectives; assisting in developing program guidelines, procedures, policies, rules, and regulations; assisting in developing schedules, priorities, and standards for achieving program goals; and assisting in evaluating program activities. Supervises the work of others. Works under general supervision, with limited latitude for the use of initiative and independent judgement.

ESSENTIAL DUTIES / RESPONSIBILITIES :

1. Perform an array of technical, training, research, planning, policy, program assessment, and administrative activities related to program assignment.

2. Provide support and collaborate in the planning, development, implementation, analysis, and documentation of an agency program.

3. Serve as a liaison to staff, government agencies, community organizations, or the general public to explain and provide technical assistance on program specifics and requirements.

4. Conduct surveys and / or reviews to determine compliance with certification requirements, laws, regulations, policies, and procedures.

5. Monitor / review compliance with program policies and procedures, statutes, and rules for assigned program.

6. Prepare comprehensive reviews of literature, statutes, rules, and / or policies and prepare administrative reports, studies, and specialized research projects.

7. Study and analyze operations and problems, prepare reports of findings and recommendations, and prepare justifications for procedural or policy changes.

8. Review and assist in evaluating information on service delivery system methods, outputs, and activities to identify gaps in resources and recommend improvements.

9. Assist program staff in determining trends and resolving technical problems.

10. Assist in the collection, organization, analysis, and / or preparation of materials in response to requests for program information and reports.

11. Assist in preparing justifications for the implementation of procedural or policy changes.

12. May recommend and coordinate activities to produce a more effective program.

13. May assist in developing policy and procedure manuals.

14. May train others.

15. Maintain security of state or court premises.

16. May oversee the operation of security card / access badge stations and / or monitor video surveillance and other security related systems.

17. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.

18. Perform other duties as assigned.

Qualifications :

GENERAL QUALIFICATIONS and REQUIREMENTS

Education - High School Diploma / equivalent.

Experience - Minimum of two (2) years' experience in law enforcement, security work, or associated military service which includes a minimum of 1.5 years' experience in the DPS Capitol Region, Security District.

Licensure and / or Certification - Must obtain Texas Emergency Casualty Care (TECC) certification within ninety (90) days of employment. If driving is required, must possess a valid driver license from state of residence.

Regulatory Knowledge - Knowledge of local, state, and federal laws related to the program area; of program management processes and techniques. Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.

Supervisory / Managerial / Leadership Skills - Skill in identifying measures or indicators of program and staff performance and in operating a computer and applicable software. Knowledge of management and supervisory methods and principles, performance and productivity standards, and fiscal / budget management. Able to develop plans, policies, and procedures for efficient workflow and overall effectiveness, and provide clear direction to subordinates; promote teamwork and be able to motivate others to accomplish goals.

Interpersonal Skills - Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working / professional relationships with internal / external customers. Must demonstrate DPS' core values : Integrity, Excellence, Accountability, and Teamwork.

Organizational and Prioritization Skills - Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.

Presentation / Communication Skills - Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and / or individuals.

Research and Comprehension - Must demonstrate ability to quickly and efficiently access relevant information, and be able to utilize and / or present research and conclusions in a clear and concise manner.

Analytical Reasoning / Attention to Detail - Ability to gather, assemble, correlate, and analyze facts; to establish goals and objectives; to devise solutions to administrative problems; to develop; evaluate, and interpret administrative policies and procedures; and to supervise the work of others Must demonstrate an ability to examine data / information, discern variations / similarities, and be able to identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

Technology (computers / hardware / software / operating systems) - Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook), appropriate levels of proficiency with utilized software and systems and be able to learn new software / systems.

Confidentiality and Protected Information - Must demonstrate an ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws / statutes / policies related to access, maintenance and dissemination of information.

Safety - Must be able to work in a safe manner at all times, avoiding shortcuts that have potential adverse results / risks, and must be able to comply with safety standards and best practices.

Travel and / or Schedule - Availability for after-hour, holidays, overnight, emergencies and weekend work is required.

  • Ability to transfer weights of twenty-five (25) pounds anticipated for this position;
  • Ability to perform the physical fitness test, consisting of completing the 2000-meter Concept 2 Row Test at 25% or better;
  • Driving requirements : Occasional (25%).

Testing is required for candidates to be considered to go before the oral interview board and will be notified via email provided on the application. Candidates must qualify on the DPS issued PFT (Rower) at 25% or higher.

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.

A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
