GENERAL DESCRIPTION
The Procurement and Contract Operations division of the Office of The Attorney General is seeking a Purchaser who will provide purchasing and procurement work. Work involves planning, organizing, coordinating, and preparing specifications for purchasing commodities and services; compiling solicitation documents and maintaining detailed records of items purchased, received, prepared, and issued. May serve as lead worker providing direction to others.

ESSENTIAL POSITION FUNCTIONS
- Purchases supplies and equipment of specialized nature within assigned classifications.
- Plans, develops, coordinates, and controls the entire competitive solicitation lifecycle for goods and services and requests for quotes.
- Requisitions and orders merchandise, supplies, and equipment by using, interpreting, and
monitoring established guidelines, rules, policies, and laws.
Responsible for assigning work to staff, on behalf of the ManagerDevelops and provides training regarding procurement processes to both internal and external stakeholdersAssists in the development of program guidelines, procedures, and policies; and monitors compliance with policies and procedures.Initiates, approves, and processes emergency purchases.Prepares, reviews, and tracks purchase orders.Negotiates contracts and recommends annual contract awards.Responsible for preparing final solicitation documents or contracts for appropriate routing for management approval and for release to vendor.Maintains procurement files to ensure compliance with all state and federal procurement rules, regulations, and reporting requirements.Confers with management and advises them of the status and progress of procurementsPerforms related work as assignedMaintains relevant knowledge necessary to perform essential job functionsAttends work regularly in compliance with agreed-upon work scheduleEnsures security and confidentiality of sensitive and / or protected informationComplies with all agency policies and procedures, including those pertaining to ethics and integrityQualifications :
MINIMUM QUALIFICATIONS
Education : Graduation from high school or equivalentEducation : Bachelor's degree from an accredited college or university; experience in the following (or closely related) fields may be substituted for the required education on a year-for-year basis : purchasing, accounting, or other business functionsExperience : One year of full-time experience working in the following (or closely related) fields : purchasing, accounting, or other business functionsRequired Certification : Certified Texas Contract Developer (CTCD) or ability to obtain within six (6) months of hireKnowledge of purchasing and procurement methods and procedures; state procurement principles and practices; assigned commodities and products on the open market; supply sources; and the principles of business administration and accounting.Experience with a solicitation life-cycle : solicitation development, evaluation of vendor responses through award.Experience providing customer service in a professional environmentExperience using word processing, E-mail and spreadsheet software packagesSkill in handling multiple tasks, prioritizing, and meeting deadlinesSkill in effective oral and written communicationSkill in exercising sound judgment and effective decision makingSkill in analyzing needs and recommending solutionsSkill in organizing and prioritizing workload effectively and meeting deadlinesSkill in problem solvingAbility to receive and respond positively to constructive feedbackAbility to work cooperatively with others in a professional office environmentAbility to provide excellent customer serviceAbility to work in person at assigned OAG work location, perform all assigned tasks at designated OAG workspace and perform in-person work with coworkers (e.g., collaborating, training, mentoring)Ability to arrange for personal transportation for business-related travelAbility to work more than 40 hours as needed and in compliance with the FLSAAbility to lift and relocate 30 lbs.PREFERRED QUALIFICATIONS
