Job Description :

Performs routine (journey-level) customer service work in the Central Records Unit, Information Services Section, Information Technology Services Division. Central Records maintains an extensive catalog of Historical Texas oil and natural gas well records in hard copy, microfilm, and digital formats. Work involves providing external customer service support and receiving and responding to public inquiries for information and / or state services. The Records Researcher maintains and organizes all the official records and assists customers with queries and retrieval of these records across multiple storage mediums. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment.

Essential Job Duties :

  • Responds to customer inquiries by phone, and in-person at the research counter.
  • Provides assistance and direction to RRC visitors.
  • Fulfills information or records requests internally, and for the public by researching and retrieving information from multiple records resources : hard copy files, digital Geographic Information System (GIS) (well mapping), web-based application (well records), and mainframe system.
  • Communicates with customers in a timely manner by telephone, e-mail and in person with records inquiries, and according to specific guidelines and procedures.
  • Communicates with other RRC personnel to facilitate workflow of incoming RRC forms, permits, payments, and other documents.
  • Reviews scanned records against hard copies for quality assurance of content.
  • Preforms Additional task, as assigned, to maintain workflow.
  • Works Monday-Friday, 8AM - 5PM, in-person, at the RRC headquarters in Austin.
  • Works independently as well as part of a team.
  • Work Environment :

    Primarily indoors with heating and cooling regulated in a general office environment. The noise level in the work environment is generally low to moderate, with occasional customer conversations in public area. May work with old documents that contain dust and other materials.

    Qualifications :

    Minimum Qualifications :

  • High school diploma or GED.
  • Knowledge of professional office and administrative practices and procedures.
  • Information research experience, including assisting customers.
  • One or more years of relevant professional experience.
  • Preferred Qualifications :

  • General knowledge of Railroad Commission of Texas Oil and Gas Division functions.
  • Detailed familiarity with forms and filing procedures.
  • Experience in the operation of various types of imaging or microfilm equipment.
  • Bachelor's or advanced degree in Library Information Science, records management, research, or a related information science field.
  • Knowledge, Skills, and Abilities :

  • Knowledge of professional office protocol and procedures.
  • Skill in using Microsoft Office and other Windows-based PC software applications.
  • Skill in word processing and mainframe terminal operation.
  • Skill in basic mathematical operations, reading and writing comprehension, and professional business writing.
  • Skill in communicating effectively, both orally and in writing.
  • Demonstrated skill in working on tasks requiring meticulous attention to detail and maintaining a high level of accuracy.
  • Demonstrated ability to retrieve and analyze acquired information from complex files, microfilm and computer database.
  • Ability to learn and understand oil and gas policy and procedures and interpret processes.
  • Ability to accurately file, sort, alphabetize, organize, and distribute documents and retrieve files.
  • Ability to operate copy machine, fax, and other general office equipment.
  • Ability to work under pressure and meet deadlines.
  • Ability to lift, carry, and move up to 30 pounds.
  • Ability to stoop, reach low and high, push and pull heavy file drawers and / or cart.
  • Ability to work around equipment generating heat, noise, and bright reflective lights.
  • Physical Requirements :

    The physical requirements described here are representative of those that an employee must meet to successfully perform the essential functions of this job.

    Ability to reach high and low; open, close and retrieve files from file cabinets as well as operate a computer keyboard and appropriate office equipment. The position requires the ability to frequently stand, walk, sit, or stand for long periods of time, lift up to 30 lbs., open filing cabinets and bend or stand on a stool as necessary.

    Work Hours and Telework : Standard office hours for Commission employees are 8 : 00 a.m. to 5 : 00 p.m., Monday through Friday. Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained. The Commission may also offer telework based on the agency's approved Telework Plan. Alternate work schedules and telework may be discussed with the hiring manager during the interview process.
