General Description

The Railroad Commission of Texas seeks a Business Analyst IV to perform highly advanced (senior-level) business analysis work in the Information Technology Services Division. Duties involve use of multiple methods in gathering, developing, and documenting requirements; the review, assessment, and development of business processes; the creation and validation of user acceptance testing; and research and special project support provided to users. This role will work under minimal direction, with extensive latitude for the use of initiative and independent judgment.

Job Duties

  • Analyzes and documents business processes for IT projects.
  • Plans business analysis activities.
  • Elicits requirements, prepares requirements packages, analyzes requirements, verifies and validates requirements and solutions.
  • Oversees the analysis of program policies and procedures to determine their effect on automated systems and system functional areas.
  • Develops and / or reviews complex system documents to convey business requirements and to support efficient system design.
  • Coordinates and / or participates in user acceptance testing and testing of new system functionality.
  • Conducts tests and inspections of products, services, or processes to evaluate quality or performance.
  • Designs and implements new or revised methods that effectively meet agency needs.
  • Establishes long-range objectives and specifies the strategies and actions to achieve them.
  • Provides assistance to developers, systems, analysts, or customers on system applications, software, and hardware, as needed.
  • Provides complex quality assurance consultation to, or oversight of, projects, assignments, or special initiatives.
  • Identifies potential project risks and difficulties, and designs strategies to mitigate or avoid them.
  • Reviews complex project deliverables such as project charters, design documentation, test plans, and risk assessment plans, and provides comments and suggestions to document owners.
  • Leads and / or participates in developing corrective action plans for projects or programs determined to be out of compliance with established policies or processes.
  • Assists in the areas of information technology planning, justification, and procurement.
  • May assign and / or supervise the work of others.

    Qualifications :

    Minimum Qualifications

  • Bachelor's degree from an accredited four-year college or university, preferably with major coursework in information systems, computer science, data processing, business, or a related field.
  • Five (5) years experience as a Business Analyst, including documentation of processes, requirements and managing activities, planning, developing, and implementation of projects or maintenance activities.
  • Two (2) years experience involving information technology programs.
  • Experience and education may be substituted on a year for year basis.
  • Preferred Qualifications

  • Experience dealing with regulatory processes for example permitting, inspection and / or licensing
  • Experience in software implementations in the Salesforce platform.
  • Experience with process improvement strategies and methodologies
  • Experience with test planning and implementation strategies, particularly user acceptance testing
  • Proven ability to lead change and design more efficient processes
  • Proven ability to resolve conflict and deal with challenging situations
  • CCBA, CBAP or similar certification
  • Knowledge, Skills, and Abilities

  • Knowledge of Business Analysis and Project Management Processes (BABOK / PMBOK) and the DIR Project Delivery Framework.
  • Knowledge of user acceptance testing methods and strategies.
  • Knowledge of work simplification methods.
  • Skill in the coordination of business analyst activities; the analysis and documentation of business processes, elicitation of requirements, development of process improvement, planning and execution of integration and user acceptance testing, support of development training and implementation material.
  • Skill in coordinating and solving problems.
  • Skill in managing user expectations and satisfaction.
  • Ability to lead diverse activities while maintaining a high degree of efficiency in achieving the commission goals thru consistent, effective assessment and implementation of improvements.
  • Ability to exercise sound judgment in making critical decisions; to analyze complex information and develop plans; to interpret complex data; to effectively demonstrate negotiation and facilitation skills; to communicate effectively; and to plan, assign, and / or supervise the work of others.
  • Ability to respond effectively in high priority, high pressure, or highly visible situations (e.g. Elected Official, Legislative, or Executive requests) when necessary and meet changing demands, priorities, and timelines.
  • Ability to communicate complex technical information clearly and concisely, both orally and in writing, to diverse audiences.
  • Ability to analyze systems and procedures, write and revise standards and procedures, handle multiple projects.
  • Ability to maintain working relationships with internal / external stakeholders.
  • Ability to take initiative and work independently.
  • Ability to work effectively on a team as a member and leader.
  • Ability to address issues / concerns in a professional manner.
  • Work Hours and Telework : Standard office hours for Commission employees are 8 : 00 a.m. to 5 : 00 p.m., Monday through Friday. Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained. The Commission may also offer telework based on the agency's approved Telework Plan. Alternate work schedules and telework may be discussed with the hiring manager during the interview process.
