Agency standard work hours are Monday through Friday from 8am to 5pm, 40 hours per week with occasional evening and weekend hours. Hours are subject to change based upon business need or division determination.

General Description

Performs highly complex (senior-level) auditing work. Work involves examining, investigating, and reviewing records, reports, and financial statements to ensure legal compliance with state statutes and internal regulations. Conducts audits of state agencies and institutions of higher education expenditures submitted to the Comptroller of Public Accounts for payment including bills, travel reimbursements, grants, payroll, and procurement documentation. Prepares written correspondence based on independent research. May assign the work of others. Works under minimal supervision with considerable latitude for the use of initiative and independent judgment.

Qualifications :

Minimum Qualifications

Auditor III : Education :

  • Graduation from an accredited college or university with a bachelor's degree.

Experience :

  • Four years of auditing or accounting experience.
  • Auditor IV : Education

  • Graduation from an accredited college or university with a bachelor's degree.
  • Experience

  • Five years of auditing or accounting experience.
  • Preferred Qualifications

  • Experience with transactions processed through the Uniform Statewide Accounting System (USAS), the Uniform Statewide Payroll / Personnel System (USPS) or Human Resource Information System (HRIS).
  • Experience with state laws and rules regarding expenditures including purchase, travel, and payroll.
  • Experience analyzing legal information and developing interpretive documents.
  • Experience executing QMF queries and reports.
  • Experience with internal, external, or government auditing or public accounting.
  • Licenses and Certifications

    A valid Texas (or state of residency) driver's license, a satisfactory driving record and current proof of automobile insurance is a condition of employment.

    Preferred License(s) / Certification(s) :

    Certified Public Accountant (CPA), Certified Texas Purchaser (CTP), Certified Texas Procurement Manager (CTPM), Certified Texas Contract Manager (CTCM) or other accounting / procurement certification is preferred.

    SUMMARY OF PHYSICAL REQUIREMENTS

    This position requires the incumbent to primarily perform sedentary office work; however, mobility (standing and walking) is routinely required to carry out some duties. It requires extensive computer, telephone, and client / customer contact. It requires the ability to bend, stoop, kneel, and reach as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Marginal or corrected visual and auditory requirements are required for reading printed materials and computer screens and communicating with internal and external customers. May involve moving up to 25lbs of office equipment / material on a limited basis.

    Employees are required to use their personal mobile phones as a part of 2 factor / multi factor authentication for accessing CPA systems securely. You will also receive critical / emergency calls / texts on your cell phone to ensure immediate communication.

    In this role you will :

  • Conduct quality reviews of working papers for the post-payment audits of payroll, purchase, procurement, and travel transactions.   • Organizes, communicates, and documents complex information or materials. Prepares written correspondence based on independent research. Researches and analyzes complex legal and accounting related issues while conducting audits including research on payroll, purchase and travel policies and procedures.
