GENERAL DESCRIPTION : Performs highly advanced (senior-level) customer service work. Work involves coordinating external customer service support and receiving and responding to public inquiries for information and / or state services; detailed examination and verification of financial records, reports, and documents. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

The following Military Occupational Specialty codes are generally applicable to this position. 0138 - Customer Service Representative V (texas.gov)

Applicants must fully complete the summary of experience to determine if minimum qualifications are met.

ESSENTIAL DUTIES / RESPONSIBILITIES :

1. Collaborates in the use, analysis, and documentation of the Crime Records billing program and system.

2. Assist in collection of payments from customers utilizing the Public and Secure websites to complete criminal history record checks.

3. Respond to customer inquiries and review customer account for billing discrepancies.

4. Receive, review, and process payments into the Crime Records Billing system for criminal history record information and sex offender postcard

notification services.

5. Process criminal history refunds for the bureau on a daily basis in a timely and efficient manner.

6. Respond to customer inquiries regarding our refund process for criminal history information not processed by Crime Records.

7. Notify customers by phone or email who have over / under paid their monthly invoices.

8. Assist supervisor with reconciling FBI, TSA, and vendor fingerprinting invoices as needed.

9. Collaborates with supervisor in testing and resolving technical problems within the billing system.

10. Assist customers with updating their billing account information at their request.

11. Ensure billing program is in compliance with laws, regulations, policies and procedures.

12. Assist in the collection, organization, analysis, and / or preparation of materials in response to requests for billing program information or reports.

13. Monitor assigned contracts, memorandums of understanding and interagency agreements.

14. Assist CRD employees with ordering state issued mobile devices, services, and accessories.

15. Correspond by email with department employees, state agencies, partners, and vendors.

16. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.

17. Perform other duties as assigned.

Qualifications :

GENERAL QUALIFICATIONS and REQUIREMENTS :

Education - Associate's Degree.

Experience - Minimum of two (2) years' experience in customer service work and billing or reconciliation processes, involving operation of a personal computer with multiple software systems in a business environment.

Substitution Note : Additional work experience of the type described may be substituted for education on a year-for-year basis.

Licensure and / or Certification - If driving is required, must possess a valid driver license from state of residence.

Regulatory knowledge - Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.

Interpersonal Skills - Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working / professional relationships with internal / external customers. Must demonstrate DPS' core values : Integrity, Excellence, Accountability, and Teamwork.

Organizational and Prioritization Skills - Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.

Presentation / Communication Skills - Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and / or individuals.

Research and Comprehension - Must demonstrate ability to quickly and efficiently access relevant information, and be able to utilize and / or present research and conclusions in a clear and concise manner.

Analytical Reasoning / Attention to Detail - Must demonstrate an ability to examine data / information, discern variations / similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

Technology (computers / hardware / software / operating systems) - Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook), and appropriate levels of proficiency with utilized software and systems and be able to learn new software / systems.

Confidentiality and Protected Information - Must demonstrate an ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws / statutes / policies related to access, maintenance and dissemination of information.

Safety - Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results / risks, and must be able to comply with safety standards and best practices.

Testing is required for candidates to be considered to go before the oral interview board and will be notified via email provided on the application. Candidates must qualify on the DPS issued Excel Test.

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.

A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
