    The Texas Department of Information Resources is the state agency charged with protecting the state's data and critical technology infrastructure, managing a multi-billion-dollar cooperative contracts program, and providing strategic technology leadership, solutions, and innovation to all levels of Texas government.     Position Summary

    Texas DIR created an Innovation Lab to provide state agencies access to emerging technology, drive innovation, and deliver effective government services. This role coordinates technology, agency stakeholders, and vendor participants to drive innovative solutions. The role will perform highly advanced (senior level) program coordination, consultative services, and technical work managing the Texas Innovation and Education Center (TIEC) Innovation Lab and support the Chief Technology Office. Work involves planning, developing, coordinating, driving and implementing strategic goals and objectives for projects. The role will also provide program coordination, ideation, reporting, consultative services and technical assistance to program staff, government agencies, community organizations, and / or the general public. This role will develop and implement program guidelines, procedures, rules, and regulations. May serve as a lead worker providing direction to other project staff and coordinates and evaluates program activities. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

  • Plans, prioritizes, and performs of a variety of coordination, technical, training, research, planning, policy, program assessments, and administrative activities for the innovation lab including managing and overseeing the delivery of services, program budget, schedules, work plans, resource requirements, and cost estimates and projections.
  • Provides high-level technical program assistance for the innovation lab and creates efficiencies where opportunities occur; Organizes, manages, and refreshes the innovation lab environment.
  • Leads the implementation and ongoing management of complex program initiatives.
  • Completes, monitors, and ensures timely execution of proofs of concept, prototypes, administrative and performance reports, studies, innovative metrics, and specialized projects by ensuring focus on viable product and sprints.
  • Reviews, approves, and oversees the implementation of proposed changes to program and project parameters and changes to original plans and budget projections; develops project plans including strategy definition, project forecast allocation, timelines and milestones, and contingency planning.
  • Ensures compliance with program policies and procedures, statutes, and rules; Leads and recommends corrective actions as needed.
  • Consults with internal groups, innovation center customers, and external service partners to achieve agency objectives, goals, and initiatives, including the identification, prototype, and testing of new products and services to incorporate their solutions into capabilities that accelerate innovation and market access.
  • Performs other work-related duties as assigned.
  • Qualifications : Education

  • Graduation from a four-year college or university with major coursework in business, computer science, or a related field.
  • Additional work-related experience may be substituted for education on a year-for-year basis (High-school diploma required.)
  • Experience and Training Required

  • Minimum of five (5) years of experience managing complex programs
  • Minimum of five (5) years developing guidelines, procedures, rules, and / or regulations
  • Familiar with various Software Development Life Cycles (SDLCs)
  • Experience and Training Preferred

  • Experience working with cross-functional teams
  • Experience leading groups toward creative solutions
