Cardinal Point Captains, Inc. (CPC) is seeking USCG licensed (100-ton) captain to provide vessel support to the National Oceanic and Atmospheric Administration (NOAA) Olympic Coast National Marine Sanctuary (OCNMS) in Port Angeles, WA.
OCNMS consists of an area of approximately 3188 square miles of marine waters along the outer coast of Washington State.
OCNMS requires vessel crew to help support its marine operations program via the R/V Storm Petrel (R5201), a 52’ twin-hulled, aluminum research. The vessel serves the sanctuary’s research, maritime heritage, diving, monitoring, and education and outreach missions, and assists with local emergency response situations. Port Angeles, WA, is the home port of the vessel, but the primary port used during the field season (May-Nov) is the Quileute Marina in La Push, WA. Specific missions may require the vessel operations from alternate ports often for multiple days in a row.
Services/Tasks
The services and tasks require flexible schedules including after hours, weekends and holidays with little notice in order to meet mission requirements, equipment availability, environmental conditions and weather windows. When underway and conducting research operations may begin early morning with irregular meal periods and routinely exceed 10hrs per day. These include but are not limited to:
- Piloting, maintenance, and upkeep of vessels and marine facilities on an as needed basis
- Assist the Vessel Operations Coordinator in maintaining a marine operations budget and financial ledger of expenditures and obligations for all vessels and marine facilities.
- Help develop and refine local marine standing operating and maintenance procedures for all vessels.
- Assist the Vessel Operations Coordinator with logistical details including arranging for fueling, pier space, and delivery of repair parts, galley stores, and supplies in harbors as required.
- Ensure that all vessels are properly docked or moored, and are left ready for immediate operation in the event of an emergency, and in preparation for the next mission. Help maintain vessels in a clean and orderly manner including freshwater wash downs after every mission.
- Conduct routine maintenance and repairs on vessel systems and equipment, document all work completed in a vessel maintenance log, and update the preventative maintenance database after completion of maintenance activities.
- Help coordinate, prepare for and participate in annual inspections of vessels, including an annual review risk assessment for each vessel.
- Inspect and maintain safety equipment in accordance with USCG and NOAA policies.
- As operator-in-charge, document all vessel-related activities in the Ship’s Log.
- Ensure the safety of all persons on board, including conducting or assisting with a pre-mission safety briefing for all embarked personnel prior to every cruise, and ensure that all safety procedures, as required by the NOAA Small Boat Policy and other regulations, are understood and adhered to while underway.
- Conduct periodic fire, man overboard, and abandon ship drills on shore, or when underway, as required by the NOAA Small Boat Policy and other regulations.
- Ensure the efficient contribution of the vessel and its crew to the accomplishment of the vessel’s mission.
- In preparation for, and during storm events, assist the Vessel Operations Coordinator and other sanctuary staff with the securing and monitoring of the vessels and marine facilities.
- Help maintain the OCNMS warehouse and vessel equipment locker(s) in a clean and orderly manner, including the inventory and control of supplies and equipment.
- Attend required NOAA training on an as needed basis.
- Assist sanctuary scientific or research staff with priority scientific or research activities and responsibilities including: planning for and assisting with fieldwork related to oceanographic monitoring; biological sampling and surveys; and summarizing data.
- Assist with the development of sanctuary management documents (e.g. management plans) and education and outreach materials related to sanctuary research and science.
Requirements
- Possess an active USCG license (100 tons or above)
- Current Frist Aid, CPR and AED certifications
- Have a valid US state issued driver’s license
- At least 2 years of experience working on small boats performing scientific/oceanographic missions, or similar
- Ability to work collegially with scientists, natural resources managers, and educators
- Experience operating overhead load handling equipment such as winches, cranes, A-Frames, and small cranes
- Experience performing routine maintenance tasks on marine engine and systems
- Experience with evaluating the overall safety of vessel, identifying deficiencies, and recommending repairs and upgrades
- Working knowledge of current U.S. Coast Guard inland and International navigation rules
- Working knowledge of FCC marine radio operations procedures, including marine distress communications
- Physically able to lift and carry 75 pounds to assist with mission mobilization and maintenance
