Job Description
Position Summary:
Care Hawaii is a behavioral health care organization seeking a compassionate and
dependable Counselor to support the daily functions of CAREs provision of services. CARE
Hawaii, Inc. contracts with multiple stakeholders to provide an array of services. The
Counselor is a member of a multidisciplinary team, responsible for organizing,
coordinating, and monitoring all contract operations under the direction of the Director.
The primary duty of the Counselor is to develop, initiate and implement the treatment
plans for consumers
Position Qualifications:
Minimum Education: Counselors are State Certified Substance Abuse Counselors
(CSAC) or hold an advanced degree in behavioral health services from a nationally
accredited college or university with a minimum of twelve (12) semester credit hours
In The Following Fields:
Preferred Experience: Candidate with current CSAC, familiar with statewide WITS
system. The equivalent of two (2) years full-time work experience providing direct
behavioral health services to serious & persistently mentally ill (SPMI) consumers &
demonstrated working knowledge of cultural norms, values and issues related to
cultural diversity in Hawaii and demonstrated working knowledge of the health/human
services system and community resources of Hawaii. 4) Required References: Three
verified professional references attesting to the individual's skills, ability & competency
to meet the position duties & responsibilities.
Non-CSAC and non-master’s level providers are directly supervised by a CSAC or
master’s level counselor and are working towards certification.
Minimum Experience: Counselor will be trained in the provision of treatment to
individuals with substance abuse and co-occurring mental disorders. Also, Counselor
is required to have 1 ½ years of specialized experience working with individuals with
mental illness. This specialized experience should include progressively responsible
professional work experience that involved helping individuals and their families find
satisfactory ways of identifying their problems, coping with their conditions and
functioning effectively within their environment, identification and evaluation of the
client's problems and needs , the development of a service or treatment plan, the
initiation and implementation of the treatment plan, monitoring of services and
evaluation/assessment of the client's progress.

Required Skills: Mature, reliable, and responsible. Must have clear, concise, and
empathetic communication skills. Must be culturally sensitive and aware. Must know the
basics of ethics, HIPPA standards, and problem solving. Must display sound judgment, a
good work ethic, and personal integrity.
Technical Skills: Basic use of a computer and/or tablet, Microsoft Word Suite, fax
machine, telephone, and text and chat features on the telephone or computer.
Working Environment: Indoor/outdoor, open windows or air-conditioned environment;
may require some travel, over-time, weekend, and holiday work, working with other
Federal and/or State accounting bodies, noise level in the environment may be
moderate to noisy. Exposure to infectious diseases is a relatively common risk.
Special Demands: Ability to respond effectively to the varied needs and demands of
multidisciplinary team members. Have access to helpful, adequate, competent, and
continuous support and services. Must be able to complete and submit all work within
contract specified time requirements.
Consumers Served: CARE Hawaii will provide services to any individual who meets the
criteria of the program. The treatment of individuals should reflect an understanding of

Tracking, requesting, and follow through on authorization for services ensuring
admission, continued stay, and discharges are received
Treatment planning consisting of explaining assessment results to the client,
identifying problems, and formulating treatment methods
Counseling clients on utilizing special skills
Coordinate services for client
Recognize the elements of a client crisis and implement and immediate course
of action
Present relevant alcohol and other drug use /abuse information to the client
through formal and/or informal processes
Referral to assist clients to utilize community resources that are available
Collaborates with other team members in developing, writing, implementing,
evaluating, and revising recovery/treatment goals, objectives and plans
Provides transportation for clients as assigned/needed
Function independently as well as in collaboration with other members of the
team as needed
Monitor calls/communications and message referrals
Prepares charts as needed and assists with audit preparation and maintains
charts/binders for CARE along with any other pertinent audits
Document client progress to maintain a permanent record of client activity
according to established methods and procedures
Provide ongoing assessment and response
Attends team meetings and training on a regular basis and requires monthly
supervision.
Demonstrates ability to work as a team player by working with other members of
the team, assisting other team members as needed
