Job Title : ELL Instructional Specialist

Job Goal : To increase the English language proficiency (ELP) and achievement of English Language Learners by :

  • Providing direct instruction for identified K-12 EL students using ELP standards and best practices through explicit academic language development, vocabulary instruction, and effective sheltered instruction techniques for ELLs.
  • Enhancing teachers' understanding of cultural awareness, the application of instructional strategies that optimize the learning for English Learners through modeling and coaching opportunities to increase academic achievement across all content areas.
  • Managing compliance with local, state, and federal requirements for ELD programs and support.

Minimum Qualifications

  • Valid Arizona Fingerprint Clearance Card
  • Valid Arizona Teaching Certificate with SEI endorsement.
  • Evidence of success in the implementation of effective instructional practices in teaching English Language Learners based on student achievement data.
  • Three to five years of demonstrated knowledge, skills and teaching success with ELLs.
  • Experience working with ELLs in at-risk populations.
  • Expertise in application and teaching with technology.
  • Strong evidence of ability to work effectively and collaborating with other educators.
  • Ability to lead, facilitate, model, and coach teachers in the effective use of student structures to optimize structured interaction and successful learning outcomes.
  • Must possess strong oral and written language skills.
  • Ability to travel to multiple sites per day.
  • Bilingual a plus.
  • Knowledge, Skills, & Abilities

  • Ability to demonstrate effective standards-based instruction of ELLs through the use of a variety of scientifically research-based teaching methods.
  • Knowledge of best practices in the field of teaching and working with socioeconomically disadvantaged students and communities.
  • Ability to study, disaggregate, analyze, and draw conclusions about student ELP (AZELLA) as well as student achievement data.
  • Ability to implement differentiated instructional strategies to address needs of ELLs based on data analysis of ELP and academic achievement data.
  • Ability to create and implement instructional units and assessments to effectively teach and assess ELLs.
  • Excellent communication, interpersonal and leadership skills.
  • Ability to model and coach best instructional practices for teachers of ELLs.
  • Ability to deliver high-quality research-based instruction to ELL students.
  • Proficiency in seamless integration of technology to support student learning.
  • Self-directed, ability to take initiative, committed to supporting the goals of the organization.
  • Performance Responsibilities : The ELL Instruction Specialist will implement the professional development process across the curriculum, in addition to delivering direct instruction to students. The ELL Instructional Specialist role includes the following

    Teachers / Staff :

  • Deliver evidence-based, differentiated instruction and interventions to ELs.
  • Support staff in efforts to improve student achievement of ELs.
  • Plan and deliver training to a variety of audiences in ELL programs and procedures.
  • Offer instructional assistance by building on teachers' knowledge base and increase the repertoire of teaching skills to raise academic achievement for ELs.
  • Use district-identified assessment tools to facilitate training of instructional staff in the use, triangulation & disaggregation of data for data-driven instructional planning.
  • Engage teachers in collaborative and reflective classroom practices for ELLs based on data.
  • Assist staff in accessing information / resources to support instruction of ELs.
  • Modeling scientifically evidence-based instruction for ELs, co-teaching, coaching and providing teachers with reflective, growth-producing feedback.
  • Students :

  • Participate in managing program compliance to include letters of notification, testing, service minutes, exiting, monitoring, and communication of processes and procedures to staff, students, parents, and the community.
  • Meet and instruct assigned class(es) in the location(s) and at time(s) designated.
  • Implement effective teaching skills and best practices in a variety of methods and settings.
  • Utilize specific knowledge for meeting the needs of ELL students with special needs, special education and accelerated students.
  • Develop lesson plans and supplementary materials to meet the differentiated needs of students.
  • Provide individualized and small group instruction to differentiate instruction based on the needs of the ELL students; to include addressing various intellectual abilities, attitudes, cultural backgrounds and learning styles.
  • Evaluate ELL student performance and maintain an accurate written record of each students' academic growth.
  • Utilize technology in planning, developing, and implementing instructional objectives to better meet the differentiated needs of the English learners.
  • Provide for the social / emotional growth of ELL students.
  • Maintain up to date records for all ELL students; reports, parent notification letters, AZELLA scores, etc.
  • Program Operations :

  • Assists in developing a program of ELD support that meets the needs of all ELL students consistent with District goals and state and federal requirements.
  • Leads and assist with collection, analysis, and communication of data concerning ELL services and students to stakeholders.
  • Provides leadership in working with school administrative teams to analyze data to inform best practices and develop systemic responses to improve academic and social growth for students.
  • Assists in supporting schools with strategies and tools to effectively monitor the needs of English Learners (state assessments, grades, on track for graduation).
  • General :

  • Leads in planning, directing, and coordinating all functions of the English Language. Development Program including : curriculum and instruction; assessing the need and ensuring students are placed in the appropriate support; communicating with parents and managing compliance with local, state, and federal requirements for ELD programs and support.
