The Secretary to the Board is responsible for a wide range of administrative, financial, and operational tasks supporting the Carnhope & Hutchinson Irrigation Districts. This role requires excellent organizational skills, attention to detail, and the ability to work effectively with the Board of Directors, district staff, contractors, public officials and all patrons.
Administrative Tasks:
- Attend monthly Board meetings, Executive Board meetings, and special meetings to take and prepare meeting minutes.
- Compile and distribute monthly information packets for Board members and Superintendent.
- Oversee the preparation of public notices as requested.
- Handle mail in/out for boards business needs.
Financial Responsibilities:
- Prepare and enter Accounts Payable (AP) and Payroll Vouchers.
- Prepare monthly financial statements and submit them for Board meetings.
- Prepare and submit monthly payroll reports and monthly retirement reports using DRS.
- Collaborate with the State Auditor’s Office for annual state reporting and accountability audits.
- Assist in budget preparation and ensure its timely submission to the county accounting system.
- Work with insurance providers on annual renewals, monthly payments, and audits.
Operational Duties:
- Maintain and update the water assessment roll for submission to Spokane County at the fiscal year's end.
- Work with Spokane County to keep accurate parcel information and update boards spread sheets.
- Help manage special projects, including contracts, bids, and compliance documentation for audit purposes.
Election Management:
- Oversee Board member elections, ensuring compliance with WA State RCWs/WACs and providing necessary information to the Board.
Qualifications:
- Strong knowledge of accounts payable/receivable, payroll, and financial statements.
- Familiarity with budget preparation and management.
- Ability to learn and use specialized software (Spokane County Workday).
- Proficiency in handling audits and reporting for state agencies.
- Excellent written and verbal communication skills.
- Valid driver’s license for travel between offices etc.
- Computer, Office, Excell skills are a requirement.
Pay Range is DOE $20.00-27.00 Hr. part time
