Substitute System Management:
The individual is responsible for maintaining the substitute program in Carteret County, which includes managing the substitute management system software.

The Human Resources Data Manager/Red Rover Administrator is responsible for assisting the Assistant Superintendent for Human Resources in HR-related matters concerning the Board of Education's employees. Responsibilities:
- Maintain data for all school system personnel in the employee management system.
- Develop and maintain employee management databases for system employees.
- Design and develop personnel reports using database design techniques, web-based applications, and communication methods.
- Maintain backups and system security for software programs.
- Create interface procedures and automated processes between database structures.
- Use query and business intelligence tools to create ad hoc queries and web reports.
- Write, edit, and prepare correspondence, reports, charts, graphs, and other printed materials.
- Prepare and submit reports required by the department of education.
- Troubleshoot operational and software problems with the employee management system.
- Provide new training for new users and implement new aspects of the employee management system.
Substitute System Management:
The individual is responsible for maintaining the substitute program in Carteret County, which includes managing the substitute management system software.
- Maintain the automated Substitute Management System for all activities that govern the creation and reporting of absences and substitute selection.
- Coordinate substitute teacher application process.
- Conduct orientation sessions with substitutes and complete all required paperwork for employment.
- Create and maintain files for all substitutes.
- Meet with applicants to explain the substitute process and determine eligibility for employment as a substitute teacher.
- Maintain the substitute handbook.
- Provide training to substitute administrators at schools, employees, and administrators.
- Serve as the district help desk for the substitute management system.
- Provide support for accurate system-wide record maintenance.
- Write, edit, prepare, or coordinate the preparation of correspondence, reports, charts, graphs, and other printed materials.
- Manage substitute data and provide specialized information, including substitute hours of employment.
Human Resource Responsibilities:
- Maintain and accurately input CEU credits for school system personnel.
- Maintain and annually update the Carteret County Public School handbook and employee verification forms.
- Process e-verify (I-9) form for all new employees.
- Maintain and annually update the Fairbanks Participant list and ensure timely responses are received for required time study surveys.
Additional Responsibilities:
- Follow all rules, policies, and procedures of Carteret County Schools, along with state and federal regulations pertaining to personnel issues.
- Compose responses to incoming correspondence and compose letters and memorandums for supervisor review.
- Answer questions from employees concerning procedures or deadlines and explain the use of records of information.
- Maintain department personnel records and act as a point of contact for the department, providing information or referring inquiries to proper personnel.
- Maintain strict confidentiality for all personnel matters.
