Summary

Support the Director of Construction in the development, integration, and oversight of the corporate safety and health program at the worksite and/or a group of worksites. Drive consistency, accountability at assigned locations and within the larger Safety Team. Ensure compliance with all federal, state and local laws and practices. Exposure to projects of varying scope and size.

Operational Support

  • Partners with the Director of Construction on the integration of the Company’s safety, health and environmental requirements and expectations into the general business practices at a worksite, or a group of worksites.

  • Participates in project planning events including estimating, preconstruction, Lean Edge, IIF and project teaming.

Program Design and Development

  • Develops and maintains project-specific safety programs such as safety orientation, incident reporting and investigation, inspection and auditing, safety observations, field craft training, assist field management with work permits if needed, LOTO, and subcontractor onboarding.
  • Prepares or oversees the preparation of safety plans, risk assessments, training programs, and other programmatic elements. Reviews and approves safety plans, work permits, authorizations and approves safety plans, work permits, authorizations and designations.
  • Builds and maintains an effective safety observation and near miss reporting program at the project sites.
  • Assists in the development of site-specific safety goals and targets. Track and monitor progress on safety goals and targets, reports to project management.

Workforce Development

  • Assists superintendent and project level management by defining goals and duties of project staff and subcontractors.
  • Verifies training and qualifications of workers designated as competent persons, supervisors, qualified persons operators and other safety related roles.
  • Leads the effort in ensuring all CAS employees are properly trained in Safety, Health and Environmental.
  • Makes frequent visits to the worksites to assist on site management in ensuring that the project is being safely executed.
  • Meets and establishes relationships with subcontractors. Reviews subcontractor safety programs and procedures to verify compliance with programs as well as those of our clients.
  • Develops safety competencies in supervisors and advises site management of areas where good practices are in place and identifies areas of improvement.
  • Establishes relationships with local medical providers, emergency services and other community services in support of safety at the worksite.

Risk Management

  • Facilitates incident reporting and notification, investigation and medical response actions to assure timely and appropriate care for (potential) workplace injuries and illnesses.

Management Responsibilities

  • Effectively trains, coaches and develops employees to achieve and maintain a positive safety environment.
  • Understands and utilizes available pathways to effectively escalate and resolve safety issues and other conflict that may arise.
  • Recommends appropriate disciplinary actions to Director of Construction and supervisors in accordance with the Company’s Disciplinary Action Program.
  • Achieves desired results through effective leadership and appropriate influence.
  • Determines methods and courses of action to achieve organizational goals.
  • Interfaces with regulatory representatives (OSHA, Environmental, Public Health) in a cooperative manner. Applies knowledge of regulatory processes to limit exposure and risks to the company.
  • Reports monthly to the Director of Construction and the project management teams on key performance indicators for safety.
  • Initiates effective incentive programs that encourage positive contributions to safety culture.


Additional Duties and Responsibilities

  • Expected to travel to all CAS worksite both regionally and nationally.
  • Embraces corporate systems and processes.
  • Models and reinforces and ownership and responsibility mindset.
  • Exercises good people skills both within the organization and with subcontractors, suppliers, and regulatory bodies as appropriate.
  • Performs other duties as assigned by the Director of Construction.
  • Understands and maintains discretion on sensitive aspects of safety.
  • Monitors the profession for new best practices.
  • Forecasts safety training needs, staffing and budgets.
  • Oversees emergency action planning for the worksites/company.
  • Remains current on trends, practices, and legal issues.
  • Establishes relationships with clients’ safety staff.
  • Ensures the safe, effective, and efficient operation of the worksites/company.

Education, Experience, and Skills

  • Bachelor’s degree in health & safety, engineering, construction management or related field.
  • 10 years health and safety experience.
  • Equivalent combination of education and experience.
  • Experience with Cause Mapping, Root Cause Analysis, Incident Investigation.
  • Working knowledge of risk management practices, workers compensation programs.
  • Experience with OSHA compliance, conformance standards and other industry best practices.
  • Must be fluent in Spanish as well as the English language.

Technical and Mental Skills

  • Use of various safety systems common in the industry (Procore, Safetywave, RiskManagement, etc.)
  • Reads, analyzes and interprets common scientific and technical journals, financial reports and legal documents.
  • Responds to common inquiries or complaints from customers, regulatory agencies or members of the business community.
  • Effectively presents information to top management, public groups and/or boards of directors.
  • Defines problems, collects data, establishes facts, and draws valid conclusions.
  • Interprets an extensive variety of technical instructions in mathematical or diagram form and deals with abstract and concrete variables.
  • Organizes and manages time, duties, and activities efficiently.
  • Maintains visibility with field teams and project teams.
  • Embraces collaboration and information tools and technologies.

Certificates, Licenses, Registrations

  • Required
    • First Aid/CPR/AED Certification
    • OSHA Authorized Trainer and Safety Certification
    • CHST Required
  • Preferred
    • 30 Hours OSHA Construction
    • Competent Person (Lock Out Tag Out, Excavation Trenching, Fall Protection, Rigging)
    • National Commission for the Certification of Crane Operators (NCCCO)
    • Associate Safety Professional (ASP), Graduate Safety Professional, (GSP), Safety Management Specialist (SMS), and Safety Trained Supervisor will be considered.

The employee may be required to complete inspections or reviews of work at high elevations via stairs/ladders/ or aerial lift accessibility. Specific vision abilities required by this position include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

Work Environment

The office provides a safe and healthy work environment, is adequately heated and cooled, is free from exposure and extreme conditions, has appropriate lightning and office furnishings, and is smoke free and drug free.

While performing the duties of this position in the warehouse or at a project site, the employee could be regularly exposed to any number of the following, including, but not limited to: moving mechanical parts; moving machinery; close tight quarters; rough and sloped terrain; fumes or airborne particles; drilling and blasting activities; welding activities; toxic or caustic chemicals; the potential of falling rock; and outside weather conditions. The employee may be occasionally exposed to risk of electrical shock and vibration. The noise level in the work environment is generally loud.
