Provides clinical supervision to staff responsible for delivering services to individuals with substance use and/or mental health disorders. Oversees client services and other day to day clinic operations, while ensuring compliance with established program standards and service delivery objectives. Recruits, orients, trains, schedules, and evaluates the performance of assigned staff. Serves as a resource to assigned staff in identifying and resolving complex case problems. Assumes client caseload in response to workload or staffing shortages as needed.

Supervisory Job Functions
· Hires, trains, develops, and evaluates staff on an as needed and on-going basis to support the needs of the program. Consults with Human Resources as appropriate.
· Reviews clinical documentation to ensure compliance and quality, providing feedback to clinical staff on necessary improvements that are in alignment with agency and regulatory best practices.
· Maintains employee productivity by allocating resources and delegating tasks appropriate to employee skills and availability.
· Participates as a leading member of an interdisciplinary team in coordination and delivery of services, facilitating treatment team meetings as scheduled.
· Provides guidance and direction to employees to assist in their professional development.
· Exercises discretion and judgment in executing duties relying on advanced education coursework and applicable experience.
· Obtains and analyzes information relevant to objectives and clearly defines work procedures to produce expected results.
· Anticipates needs and establishes department priorities and courses of action to meet daily objectives. Fills in as necessary to ensure coverage of office operations.
· Evaluates and examines department areas to ensure products/services meet established standards and are completed within time limits.
· Implement and assign takeaways from Utilization review committee meetings and findings.
· Responds to crisis or otherwise emergent situations in the clinic or by phone to find resolution for individuals.
· Keeps up to date on information and technology affecting functional areas to increase innovation and ensure compliance.
Secondary Job Functions
· Provides initial and ongoing assessment to formulate clinical diagnosis and appropriate level of care recommendations for individuals served.
· Provides individual, family and group counseling, screening and assessment, and renders interventions appropriate for diagnosis and stage of change.
· Develops person centered treatment plans that are individualized and culturally sensitive, utilizing specific, measurable goals in collaboration with the individual served.
· Communicates with other care providers and referral sources to increase understanding of client problems and assets.
· Actively participates in professional supervision and education that supports continuous improvement of client care and supervisory skills.
· Completes required medical record documentation in a timely and comprehensive manner and in compliance with all applicable regulatory and licensing bodies.
· Maintains status as QHP as required by job title.
· Effectively utilizes agency’s medical records software program(s) to complete required medical record documentation in a timely and comprehensive manner and in compliance with NYS OASAS, OMH, CARF, and federal regulations including Public Health Law, 42CFR and patient confidentiality policies.
Knowledge, Skills and Abilities
- The principles and practices of planning, organizing and supervising community mental health and/or substance use disorder treatment programs.
· Demonstrated leadership and training skills to manage and motivate staff and the ability to maintain satisfactory working relationships with employees, vendors, clients, visitors, and outside agencies.
· Ability to develop reports and proposals including ability to accurately audit records and ensure compliance within written or oral guidelines.
· Ability to collect and analyze data and apply results to program design and implementation.
· Advanced knowledge of mental health and substance use disorder and the effects on the individual and family members including human behavior, attitudes, and motivations and their applicability in the treatment/rehabilitation process.
· Advanced knowledge of counseling and treatment principles, practices, and techniques.
· Advanced knowledge of individual and group behavior including interviewing techniques.
· Knowledge of resources available to individuals served.
· Ability to accurately oversee and audit documentation of services, treatment records, and reports utilizing computer databases and software programs including proficiency with spreadsheets.
· Excellent communication skills both written and verbal.
Physical Demands
· While performing the duties of this job, the employee is regularly required to sit, to stand, to walk, to go up and down stairs, to operate foot and hand controls, to use a telephone, computer keyboard and to write. Occasionally the employee must lift and/or move up to twenty (20) or more pounds. This position requires accurate perceiving of sound, near and far vision, depth perception, handling and working with educational materials and objects, and providing oral information.

· Language Skills: Read, write and interpret documents such as treatment plans, progress notes, etc.

Possess an understanding of, and the ability to interpret for others, statistical information.
· Cognitive Ability: Apply common sense understanding to conflict management; employ logical sequencing, troubleshooting, problem solving and decision-making skills to correctly assess situations both socially and professionally.
The Clinical Supervisor must be able to prioritize situations and manage time and may find that they are needed at irregular hours causing fatigue and stress. S/he may experience stress and stress related symptoms due to interacting with clients in crisis. S/he be exposed to illness and unsanitary conditions so must take care to protect their own health. They may also have to manage physically threatening clients and be prepared to be responsible for their own safety, and the safety of others.
Qualifications
Minimum of a bachelor’s degree (master’s degree preferred), with a major in psychology, social work, counseling, nursing (with a clinical specialty in the human services) or other related field. At least 3 years of clinical experience in a health or human service agency, which includes 1 year working directly with persons with substance use and/or mental health disorders. The ideal candidate will have prior Supervisory experience. Status as a Qualified Health Professional as identified by NYS OASAS and/or OMH (i.e. CASAC, LMSW, LCSW, LMHC etc.). Must possess a valid driver’s license. This position is subject to a criminal background clearance.
Must successfully complete additional training requirements based on NYS OASAS standards, which include:
- Medications for Addiction Treatment (MAT) – 3 hours
- Clinical Supervision Foundations I and II – 30 hours
