Responsibilities
- Manage assigned residential treatment program, coordinating with clinical services and preparing for licensure while ensuring compliance with Oregon Administrative Rules and Statutes.
- Oversee daily program operations, including clinical, medical, and therapeutic services, ensuring integration of best practices like Harm Reduction, Trauma-Informed Care, and Motivational Interviewing.
- Maintain program budget, track expenses, and participate in budget negotiations and forecasting.
- Provide leadership and supervision to staff, including training, performance management, and scheduling, ensuring adequate shift coverage and compliance with agency policies.
- Develop and manage the therapeutic milieu, model therapeutic interventions, and assist staff in resolving difficult situations.
- Ensure the safety and cleanliness of the facility, grounds, and equipment, including vehicle maintenance, fire drills, and safety inspections.
- Oversee medication management services, including staff training, quality assurance audits, and compliance with prescriber orders.
- Administer medications and perform delegated tasks as trained, ensuring compliance with regulations.
- Facilitate resident care by coordinating with treatment team members, case managers, and external providers, including monitoring clients under PSRB jurisdiction.
- Oversee resident services, including meal planning, life skills training, crisis response, and maintaining compliance with treatment plans and care authorizations.
- Participate in new client referrals, screenings, and Plan of Care Authorizations.
- Respond to crisis situations, following emergency protocols and ensuring a trauma-informed environment.
- Ensure staff and resident safety, maintaining awareness of fire regulations, evacuation procedures, and mandatory abuse reporting laws.
- Participate in rotation as Administrator On-Call, responding to site emergencies as needed.
- Maintain electronic health records (EHR) and complete required documentation for billing, assessment, and treatment.
- Develop positive relationships with community partners, neighbors, and other stakeholders.
- Perform additional duties as assigned.
Education:
- Bachelor’s degree in a behavioral science field from an accredited college or university or three years of full-time professional experience providing direct service to individuals in a social service setting. Demonstrate the competencies to become credentialed as a Qualified Mental Health Associate (QMHA), as outlined in the Oregon Administrative Rulings (OARs). Certification must be kept current and in compliance with OARs through MHACBO.
- A year of experience in a mental health residential setting or related work experience.
- Supervisory experience is helpful.
- Proficient verbal and written communication skills.
- Basic knowledge of Trauma Informed Care (TIC), Motivational Interviewing, and Evidence-Based Practices.
- Basic understanding of recovery models, illness management, and strength-based philosophies.
- Knowledge of Microsoft Office Suite (e.g., Word & Excel).
- CPR Certification is required and to be maintained. Training is provided post hire to obtain the certification. Must be able to perform CPR, First Aid, and property use AED equipment.
- Possess a valid driver’s license, minimum of one year driving history, ability to pass Driver Motor Vehicle (DMV) check and complete the Cascadia online Defensive Driving course (some programs).
- Ability to commute to different Cascadia locations as needed
- Environmental: Work is generally performed in a residential treatment home and occasionally in the community. Universal precautions should be taken due to exposure to disease, biohazards, noise, and contaminants.
- Operating Hours: The general working hours for this position is business hours, 8:00 a.m. to 5:00 p.m. Due to the nature of residential/direct service work, the Program Supervisor is required to be flexible to meet program(s) need, including covering open shifts as needed to meet staffing ratios which may include occasionally working swing and overnight shifts. The Program Supervisor is also required to participate in an on-call rotation and provide response to the program(s) in the event of a crisis or emergency. Schedules may vary depending on program.
- Mental: Meal periods and breaks may be interrupted. Constant awareness and alertness are critical to detect and address escalated, potentially volatile situations.
- Physical Demands: Requires constant alertness, perception, and awareness of surroundings. Regularly stationary work at a computer, moving around program spaces, assisting residents with daily living tasks, cleaning, and using a computer for documentation. Requires occasional lifting of 20 to 50 lbs. (e.g., supplies). Requires occasional fast movement in potentially escalated situations to evade harm.
