Salary Range: $70,500 - $101,500

MINIMUM QUALIFICATION, EDUCATION, EXPERIENCE NEEDED
A four-year degree, preferable in Emergency Management or Planning. Minimum five years’ experience in Emergency Management, public safety, disaster preparedness, or related field. Exceptional interpersonal skills when working with the general public, other staff, other agencies or departments and government officials at the Federal, State and local level. Capable of physical activities associated with responding to and operating during emergencies.
Completion of FEMA Professional Development Series eleven mandated training courses within 1 year of employment.
Certified Emergency Management Professional from either North Dakota Emergency Management Association or other professional entity.
Valid Driver’s License
DESIRED AND/OR PREFERRED
Experience or training in crisis, disaster or emergency planning, response, recovery or mitigation activities.
Experience with public sector employment.
Experience preparing / working with grants and grant funding.
JOB DUTIES
- Create annual department goals and priorities based on local needs and federal and state requirements.
- Coordinate with various governmental agencies on a local, state, and national level to ensure coordinated, professional level of disaster response.
- Make department proposals requests and recommendations to the County Commission surrounding the operation of the department and disaster preparation, response, and recovery efforts.
- Prepare and present annual department budget for Commission approval. Determine purchases, authorize and direct payment of bills. Manage department budget.
- Ensure interoperability of county-wide local Emergency Response Plans.
- Lead development of comprehensive county multi hazard mitigation plan.
- Lead annual grant application, review, and prioritization process for federal Homeland Security Grant Program and other available grant opportunities.
- Conduct annual needs assessments and training in emergency preparedness and disaster management.
- Handle media inquiries and public messaging related to emergency management.
