OVERVIEW
The Executive Director, Quality and Corporate Compliance collaborates with the Chief Executive Officer (CEO), Chief Operations Officer (COO), and leadership team of Catholic Community Services of Southern Arizona to own and drive all essential functions related to quality assurance and regulatory compliance across the organization, to include multiple sites across all of Southern Arizona, including Yuma, Sierra Vista, Douglas, and Phoenix. This role ensures that all services and programs meet the highest standards of excellence and adhere to internal policies and external regulations. The Executive Director, Quality and Corporate Compliance is a pivotal leadership role and is fully accountable for developing, implementing, and sustaining systems that promote continuous improvement, mitigate risk, and advance the organization's mission. This position requires critical thinking, the ability to create and maintain a budget, as well as the ability to analyze contracts and ensure all regulatory and contractual requirements are implemented and executed consistently and accurately. The Executive Director, Quality and Corporate Compliance will develop a strategy and processes to ensure all programs adhere to contractual, and performance expectations to provide the highest level of service. Position serves as subject matter expert for process improvement and contract interpretation for the entire organization.
ESSENTIAL FUNCTIONS
- Accountable for clinical governance ( Commission on Accreditation of Rehabilitation Facilities [CARF], L77, etc.), risk management, and training functions.
- Accountable for overall quality assurance and compliance adherence of CCS functions across all programs.
- Creates, implements, and monitors adherence to a comprehensive Quality Management Plan.
- Collaborates proactively and effectively with the CEO, COO, and organization leadership to ensure that services are effective, efficient, and safe.
- Consistently assesses and develops more efficient processes while ensuring exceptional quality of service.
- Analyzes performance data and recommend changes to enhance quality and outcomes.
- Leads organization in maintaining and achieving CARF accreditation.
- Ensures compliance with CARF standards by conducting internal audits and assessments.
- Establishes and maintains systems for tracking quality indicators and outcomes.
- Collaborates with program leaders to implement corrective actions and ensure continuous quality improvement.
- Develops, implements, and monitors the Process Quality Improvement (PQI) plan to ensure organizational effectiveness and improved service delivery.
- Primary point of contact for all external auditors and regulatory bodies regarding compliance surveys and audits; works program leadership to develop action plans and ensure timely survey and audit responses, as needed.
- Proactively monitors changes in regulatory environments and legislation and keeps CEO, COO, and the Board apprised of any significant findings.
- Sources, develops, and executes annual client satisfaction survey; works with key stakeholders to create action plans; executes regular and consistent follow up with program action plans.
- Serves as HIPAA Privacy Officer for the entire organization, ensuring all HIPAA requirements are met.
- Assumes full responsibility for identifying, assessing, and mitigating risks that could impact the organization's operations or reputation.
- Leads investigations for compliance violations and works with Human Resources on developing corrective actions, ensuring timely resolution and prevention of recurrence.
- Responsible for oversight, execution, and follow up of reports received through the Compliance Hotline; partners with Human Resources on reports received via the Compliance Hotline that include employee actions and require follow-up or disciplinary action.
