Hiring Range: $18.00-$23.75/hr. DOE

Primary Function of Position

As the Foster Family Recruiter for the Refugee Foster Care Program, you will play a vital role in identifying and recruiting compassionate families to provide safe and supportive homes for refugee youth. This position involves community outreach, relationship-building, and effectively communicating the mission and needs of the program to prospective foster families. Through active engagement and strategic recruitment efforts, you will ensure that refugee youth have access to nurturing environments that promote stability and growth.


Major Position Responsibilities

  • Set Recruitment Goals: Establish and monitor recruitment goals on a monthly, quarterly, and annual basis to meet program needs.
  • Engage Potential Foster Parents: Conduct follow-up calls to potential foster parents identified through local advertising and other recruitment strategies to enhance attendance at program events.
  • Data Tracking and Analysis: Maintain accurate records of recruitment efforts and evaluate their effectiveness using data-driven methods.
  • Community Partnerships: Develop and maintain partnerships with community organizations to raise awareness and expand the reach of the Refugee Foster Care (RFC) Program.
  • Marketing and Content Creation: Collaborate with the Marketing department to create engaging blog posts and Instagram content that persuasively markets the RFC Program.
  • Community Outreach: Attend community events and implement creative strategies to educate the public about the Refugee Foster Care Program and recruit potential foster parents.
  • Incentivization Program Management: Track and manage the foster parent referral incentivization program to encourage community engagement.
  • Information Meetings: Facilitate Foster Parent Information Meetings to provide prospective foster parents with essential program details.
  • Team Collaboration: Actively participate in weekly Refugee Foster Care staff meetings and monthly Capacity Team meetings to coordinate efforts and share insights.
  • Commitment to Improvement: Demonstrate a dedication to continuous quality improvement by identifying and implementing enhancements to recruitment processes.
  • Other duties as assigned.

Work Environment

  • Work will be performed primarily inside but will occur in youths' homes, places of employment, educational institutions, and other locations as needed, in addition to being performed in an office.
  • Driving is required for this position.

Physical Demands

Work requires sitting and standing for long periods, walking moderate distances, driving, and occasionally assisting youth with physical activities such as carrying groceries or household supplies.

  • Interpersonal Skills: Strong communication, presentation, and interpersonal skills.
  • Technical Proficiency: Proficiency in computer skills, including Excel, Microsoft 365, and online databases.

  • Empathy: Display sensitivity to the needs of the youth, foster families, co-workers, volunteers, and others with whom the staff interacts.
  • Time Management: Recognize time as a valuable resource and respond promptly to the needs of clients and co-workers.
  • Efficiency: Consistently perform work assignments in a time-efficient manner and adhere to deadlines.
  • Communication Skills: Proficiency in English - both oral and written communication.
  • Confidentiality: Must maintain confidentiality regarding the youth and foster families.
  • Compassionate: Personal qualities of respect, empathy, and kindness towards refugee youth and foster families.

Education, Training, and Experience

  • Bachelor's degree in social work or a related field, or equivalent experience required.
  • Experience in community outreach, marketing, and advertising preferred.
  • Experience working with multicultural and refugee communities.
  • Foster care or child welfare experience is highly desirable.

Background Screening Requirement

  • Must pass a national BCI/FBI background check.

Licenses, Certifications, and Credentials

Current Utah driver's license, proof of auto insurance with minimum policy liability limits of $50,000 per person and $100,000 per incident, 21 years of age or older, a clean driving record, and ability to meet CCS vehicle safety requirements.

Position status and expected schedule

  • The general schedule consists of 40 hours per week, worked Monday through Friday between 8:30 AM and 9:00 PM. Occasional weekend hours are required for recruitment events, along with participation in a rotating on-call schedule for emergency response.
