Program Description:

Martina Apartments: This program is located in the heart of the Greenwood neighborhood in Seattle. Our mission is to provide supportive housing for local college students experiencing homelessness. We have a total of 66 units for students who have been working towards their degree, but for whom housing insecurity has been a barrier.

We provide onsite case management support and work with local community partners to provide our residents with necessary resources for long term stability.

Position Description:

This position oversees the daily operations of Martina Apartments and will ensure the property is operating in accordance to agency policies and procedures. This position provides leadership and vision to the onsite staff, directly supervising case managers, maintenance tech and janitorial staff. Administrative support will include managing the fiscal budget, upkeep of resident documentation and providing onsite staff coverage.

Major Duties and Responsibilities

Supervision/Leadership:

  • Select, supervise and train site staff, including case managers, maintenance and janitorial. Conduct annual performance reviews with staff.
  • Promote on-going training and support staff around best practices to promote Fair Housing, Grief and Loss, Trauma Informed Care and other relevant trainings. Also ensure attendance at all agency required trainings.
  • As the representative of Martina Apartments, build relationships with local neighborhood and community representatives to further common goals.
  • Set agenda and facilitate weekly regular staff meetings and clinical consultation.
  • Attend all required leadership meetings.

Supportive Services/Resident Relations:

  • Work with the entire team to keep residents in housing through individual conversations with residents, Care Conferences, advocating for additional services for residents and other creative strategies to keep residents in housing.
  • Coordinate emergency medical response for residents, provide leadership in de-escalating agitated residents and address other emergent situations.
  • Promote a strong sense of community among residents and staff by participating or facilitating in monthly group activities. This will include monthly house meetings with all residents in attendance.
  • Respond to tenant complaints and issues promptly and seek resolution at the lowest level responsible.

Property Management and Compliance:

  • Work with local community colleges to determine eligibility for incoming referrals.
  • Prepare and process resident applications, annual recertifications and move-out documents.
  • Coordinate with the maintenance team to complete work orders, unit turns and vendor visits.
  • Coordinate with Seattle Housing Authority and Office of Housing for unit inspections. In addition to the required inspections by funders annually, conduct quarterly unit and building inspections.

Fiscal Management:

  • Prepare annual services and operation budget for program in consultation with Division Director.
  • Monitor and control expenses within the constraints of the annual budgets, including monitoring monthly financial statements and reviewing financial needs.
  • Complete bi-monthly payroll.

Other:

  • Maintain regular, scheduled office hours.
  • Respond to after-hour emergencies.
  • Represent the Martina Apartments in service provider meetings or events. Advocate for residents on a continual basis to ensure consistent service from agencies and systems.
  • Perform other duties as assigned.

Job Conditions

This position requires the employee to work in an environment where there may be exposure to blood, bodily fluids, and other potentially infectious material. Other exposures could include cleaning supplies, chemicals involved in pest control, paint and other materials used in building maintenance. Working conditions may include interruptions, working alone, and interactions with angry persons.

Minimum Qualifications

  • BA in Human or Social Services or equivalent experience working in social services or a low-income housing setting.
  • At least two years of supervisory experience with strong skills in hiring, coaching, training and evaluating.
  • Two years of experience in direct social service to low-income and special needs populations, including homeless adults.
  • Minimum two years of property management experience.
  • Working knowledge of Seattle Landlord/Tenant Laws.
  • Demonstrate experience and knowledge of mental health, domestic abuse, drug/alcohol addictions, crisis intervention and other issues related to homelessness.
  • One year administrative and/or office management experience.
  • Proficiency with computers and ability to learn property management software
  • Ability to prioritize multiple tasks, be detail-oriented and be flexible.
  • Understanding of resident self-management, or willingness to learn.
  • Ability to work with single adults who may have issues related to domestic violence, abuse, drug addiction, physical and mental health problems.
  • Demonstrate the necessary attitudes, knowledge and skills to deliver culturally competent services and work effectively in multi-cultural situations.
  • Ability to work independently as well as in a team environment and working as part of a multidisciplinary program.
  • Support and uphold the mission, beliefs and values of Catholic Community Services and Catholic Housing Services.

Preferred Qualifications

  • Experience in low-income subsidized housing or property management.
  • Experience with Boston Post property management software.
  • Experience in direct service with chemically dependent or mentally ill persons.
