Summary:
The Business Manager 340B Program serves as the 340B subject matter expert for Sisters of Charity Hospital, Catholic Health Infusion Pharmacy and Mount St. Mary's Hospital. This position is responsible for the development, facilitation, compliance and execution of the Catholic Health System's 340B Drug Programs. Oversees and develops the training of all hospital and retail staff, inclusive of providers and pharmacists, on 340B and the systems involved to ensure adhesion to HRSA regulatory requirements of qualified patients, drugs and locations. The position serves as the liaison with internal and external stakeholders to ensure appropriate utilization and compliance with 340B regulations including pharmacy operations, suppliers, trade organizations, and Group Purchasing Organizations. The role is responsible for audits and monitors all software systems and EDI feeds to ensure they are functioning properly. Position represents Catholic Health on both a regional and national level through trade associations and other advocacy groups. The role contracts with retail pharmacies and strengthens 340B program participation through new contract pharmacy opportunities and other community business ventures.
This role works with corporate government relations staff to develop and implement specific 340B communication strategies to influence trade associations, legislators, policymakers, regulators, and other advocacy organizations. Communicates strategies to advocate state and federal 340B specific legislative and regulatory positions to support 340B business goals and objectives. Responsible for developing policies and procedures specific to community benefit programs and works with departments across Catholic Health System to develop community benefit programs using 340B funds. Role will act as a business resource as needed for other strategic pharmacy initiatives. Ensures that all 340B policies and procedures are developed, implemented, and maintained according to organizational, state, and federal requirements. Regular contributor to the Corporate Compliance Committee and conducts quarterly audits on the Corporate Compliance Work Plan. Leads 340B steering committee and other leadership meetings related to 340B. Position will provide reporting on savings opportunities, and all areas of program compliance. The role builds and creates key performance indicators (KPI's) and dashboards to track compliance metrics, financial savings, and revenue. The role reviews and refines monthly 340B cost savings report, ensures program meets all primary objectives such as compliance, maximum participation, and efficiency of 340B related processes. This role oversees the development and adherence to 340B annual budgets, ensuring fiscal responsibility and financial goals. Role monitors financial performance, analyzes revenue and expense trends, and implements corrective actions as needed to achieve financial targets. Role develops internal and external written and oral presentations detailing the 340B Program within Catholic Health.
Provides oversight and assurance that qualifications for program are both met and maintained, program is fully implemented in appropriate areas of qualified use. This position utilizes standard project management tools and summary documents to track and communicate the status of projects. Responsible for 340B Hospital inventory valuations analysis. Supports Catholic Health strategic initiatives as set out by senior leadership and strategic growth and new partnerships initiatives as requested. The position supervises the 340B Program Analyst.

Responsibilities:
EDUCATION
- BA or BS in Business, Accounting, Finance, or other relevant field required
- MHA or MBA in Business, Accounting, or Finance preferred
EXPERIENCE
- At least five (5) years of experience with the 340B Program
- Experience and skill with spreadsheets and other applications
- Experience with pharmacy preferred
- Experience in health care setting
KNOWLEDGE, SKILL AND ABILITY
- Extensive understanding of 340B program, Pharmaceuticals and Pharmaceutical Assistance Programs
- Working knowledge of inpatient and outpatient pharmacy practices, policies & procedures
