Job Description:
We are seeking an experienced Personnel Security Specialist Lead to support personnel security operations, case evaluations, and compliance with security policies and procedures. This role requires expertise in reviewing background investigations, preparing security recommendations, and maintaining security documentation in accordance with federal directives.
Key Responsibilities:
As the Personnel Security Specialist, you will be responsible for:
- Background Investigations & Case Analysis: Reviewing background investigations and case files for security-relevant information.
- Case Management & Status Tracking: Preparing accurate and concise synopses for each case and checking the status of pending cases.
- Security Clearance Recommendations: Developing recommendations with supporting rationale to assist in determining whether to grant, deny, or revoke security clearances or eligibility for sensitive positions.
- Reporting & Briefings: Preparing written reports and providing briefings as required.
- Policy Compliance & Document Review: Reviewing forms for accuracy and ensuring compliance with policies and directives.
- Personnel Security File Management: Maintaining personnel security files and suspense logs for all phases of the personnel security process, coordinating fingerprinting, and submitting unclassified materials.
- Insider Threat & Incident Reviews: Conducting reviews related to insider threat programs and security incidents.
- SCI Personnel Security (for SCI positions):
- Applying Intelligence Community Directive (ICD) 704 personnel security standards and procedures governing eligibility for access to Sensitive Compartmented Information (SCI).
- Indoctrinating SCI personnel, including conducting personnel screening interviews and providing indoctrination briefings.
- Technical Proficiency: Utilizing Microsoft Office (Word, Excel, PowerPoint, Outlook) and familiarity with Security Information Management System Software (SIMS).
Required Qualifications:
- Security Clearance: Must possess or be eligible for a security clearance (SCI positions require additional experience).
- Education: Bachelor’s degree or higher from an accredited college or university.
- Experience:
- At least six years of experience in personnel security policies and procedures, including:
- Reviewing background investigations and case files.
- Preparing synopses and tracking case statuses.
- Developing recommendations for security clearance determinations.
- Preparing reports and briefings.
- At least four years of experience in:
- Reviewing security forms for policy compliance.
- Maintaining personnel security files, managing suspense logs, coordinating fingerprinting, and handling unclassified submissions.
- Conducting insider threat and security incident reviews.
- For SCI positions: At least six years of experience in:
- Applying ICD 704 personnel security standards and procedures.
- Indoctrinating SCI personnel, conducting personnel screening interviews, and providing indoctrination briefings.
Alternative Qualification Path:
If you do not meet the education requirement, you may qualify with:
- At least ten years of experience in personnel security.
- Of these ten years:
- At least six years must demonstrate experience in reviewing background investigations, case analysis, security clearance recommendations, and reporting.
- At least four years must demonstrate experience in security form reviews, personnel security file maintenance, and insider threat/incident reviews.
- For SCI positions: At least six years must demonstrate experience in ICD 704 standards and SCI indoctrination processes.

Comprehensive Compensation & Benefits Package:
Salary at CaVU is determined by various factors, including but not limited to location, education, training, certificates, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The expected salary range for this position is $95,000 - $135,000.00. To drive fair pay practices for employees, CaVU conducts regular comparisons across our employee groups and the industry. The above salary range
represents a general guideline; however, CaVU considers a number of factors when determining salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
