Job Summary:
CaVU Consulting, Inc. is seeking an experienced Senior Network Engineer for Airborne Communications and Networking Systems to join our team, supporting Naval Information Warfare Center, Pacific (NIWC Pacific). CaVU is seeking a self-directed and motivated individual to join our team as a senior network engineer in support of a DoD program. Primary work location is at Naval Information Warfare Center, Pacific in San Diego, CA. This position requires a DoD Secret clearance. In this role, the candidate will provide network engineering support to NIWC Pacific Code 55112 to fulfill NAVAIR program office requirements, focused on developing the end-to-end transport network for airborne platforms. As an airborne networks engineer, the candidate will help design, develop and test to network requirements for the Navy’s various aircraft platforms to include routing, switching, firewall filtering, and in-line network encryption for on-aircraft in flight and ground-based networking and data transport. This work includes producing documentation capturing system design descriptions for a network that includes Cisco-based routers and switches, high assurance IP encryption (HAIPE) products, and Linux-based servers. The candidate will participate in systems engineering reviews including but not limited to design reviews and test readiness reviews. The candidate will produce or provide input to test plans, procedures, and reports and support the execution of various test events including those conducted by NAVAIR and industry partners. The Airborne Networking Integrated Product Team (IPT) has a mission to provide a fully integrated, tested and operationally fielded end-to end network and communications architecture facilitating data transport to C4I enterprise systems for the warfighting Naval Aviator.
Responsibilities & Duties:
- Prepare advanced network designs for aircraft and ground-based tactical networks, incorporating best practices for scalability, fault tolerance, and cyber security.
- Evaluate emerging technologies and determine suitability and applicability to FORCEnet network operations and modernization.
- Participate in FORCEnet change management processes:
- Prepare engineering change proposals, and briefing materials.
- Prepare network test and data capture plans.
- Prepare network device configuration templates.
- Facilitate peer reviews of network device configuration templates.
- Support FORCEnet field installation and sustainment efforts:
- Prepare network test plans and reports.
- Prepare the system operation and verification test (SOVT) document.
- Prepare other required engineering and cyber artifacts.
- Conduct on-site in-briefings and out-briefings.
- Support FORCEnet experimental test events and technical demonstrations:
- Plan and prepare test event and data capture plans.
- Direct the execution of test events.
- Prepare post-test quick look and analytical reports.
- Present test results and recommendations in writing and in person to FORCEnet leadership and stakeholders. Provide remote and on-site engineering support in response to trouble reports:
- Identify the root cause of a service interruption or degradation.
- Document the incident symptoms, cause(s), and trouble remedy or work-around.
- If applicable, initiate an engineering change request to address the service issue.
- Maintain and enhance the FORCEnet Test Bed environment:
- Configure Linux operating systems and hosted applications (viz., RADIUS, LDAP and DNS).
- Configure network monitoring software (e.g., Zabbix)
- Automate network functions using script programming and API functions.
- Mentor junior network engineers:
- Develop individual training plans.
- Assign and supervise the completion of training and job-related tasks.
- Write formal documentation for Airborne Networking system design and test efforts such as network test plans/reports, SOVTs, cyber artifacts and data capture plans
- Participate in systems engineering reviews and peer reviews and contribute technical feedback to peers
- Travel to support test events, technical exchange, and engineering reviews at various facilities with travel expectations up to 25% of the time.
Required Qualifications:
- A minimum of five (5) years of experience in network engineering
- A minimum of five (5) years of experience with configuration of OSPF, PIM, IGMP, VRRP, and IPSec (as implemented with HAIPE devices)
- A minimum of five (5) years of experience developing and conducting tests of networks
- An understanding of network security best practices
- Expertise with high-assurance IP encryption (HAIPE) products.
- Proficiency with network test and measurement systems and software, including Spirent
- Test Center, Spirent Avalanche, Wireshark.
- Proficiency with Python, Cisco embedded event manager (EEM), etc.
- Hold active CompTIA Security or CCNA Security, or higher certification (e.g. CISSP)
- Ability to work independently with little to no supervision on assigned tasks to meet project goals and deadlines
- Proficient communicator: outstanding written and oral presentation communication skills; use correct delivery and tone for correspondent/audience
- Effective communication and writing skills
Requested Qualifications and Experience:
- Bachelor’s degree in Computer Science, Information Technology, Mathematics, Engineering, or related field
- Cisco Certified Network Professional (CCNP)
- Knowledge and experience with NAVWAR shore installation procedures and engineering change processes (viz., PMW-160 and PMW-790).
- Experience in DoD engineering support, ADNS, or Naval aviation
- Experience with network automation tools (e.g. Ansible, Jenkins)
- Experience with Agile Scrum development framework
- Familiarity with software-defined networks or SD-WAN architectures
- Clearance: Secret
Comprehensive Compensation & Benefits Package:
Salary at CaVU is determined by various factors, including but not limited to location, education, training, certificates, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The expected salary range for this position is $150,000.00 - $185,000.00. To drive fair pay practices for employees, CaVU conducts regular comparisons across our employee groups and the industry. The above salary range represents a general guideline; however, CaVU considers a number of factors when determining salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
