Job Title: System Director Facilities Management

Reports To: AVP Facilities & Support Services
The System Director of Facilities Management provides leadership, guidance, and oversight of system facilities for all Cayuga Health System locations with primary responsibility for Cayuga Medical Center & Schuyler Hospital locations. The System Director will be responsible for guiding other facility directors, managers, supervisors, and contractors to meet the goals and objectives of the system as well as unifying the facilities personnel at various locations. Areas of responsibility include plant maintenance, plant operations, energy management, bio-medical engineering, grounds, and transportation. The System Director of Facilities will assist in facility planning and construction projects, and the systems construction project manager throughout the organization when needed.
The System Director will ensure the optimal functioning of system building systems, including mechanical and environmental systems, on a 24-hour basis. In addition, the System Director will consistently ensure that all equipment and systems are tested, calibrated, maintained, and functioning at operating levels in compliance with applicable codes and regulatory agencies. These systems and equipment will include but are not limited to, Emergency Generators and Automatic Transfer Switches, fire alarm systems, sprinkler, and fire protection systems, HVAC systems, chemical treatment systems, and other building life-safety systems. In addition, the position will be responsible for meeting and complying with The Joint Commission, DNV, CMS, EPA, and local AHJ standards and regulations This individual will develop and sustain an operations and maintenance program designed to ensure continual compliance with federal, state, and local regulations and all accreditation agency requirements. - Works with facilities directors, managers & supervisors to establish annual cost savings targets across the system with assigned responsibilities and targets.
- Analyzes current departmental spend by service area, contract compliance, and flex percentages for all facilities departments across the system.
- Identify and target opportunities to standardize facility products and reduce expense across all facility departments in the system, identifying implementation accountabilities with direct reports.
- In collaboration with the system AVP of Facilities & Support Services, conducts monthly meetings with facilities leadership and staff to update system wide Initiatives including review of patient experience data, knowledge exchange on best practices, networking with colleagues, review of financial performance against industry standards and to support collaborative health system wide projects.
- Together with all facility directors, managers & supervisors, define and manage productivity standards, standardized policies and procedures related to the Environment of Care and Life Safety chapters.

- Ensures on-going communication with and between all facility managers and supervisors, infection prevention, support services, and leadership.
- Facilitate peer review audits in each hospital at least annually.
- Ensures Joint Commission / DNV compliance is met for the environment of care and life safety surveys.
- Manages Utility expenses and contracts. Works with energy manager or designee to record utility data and formulate an energy strategy for each facility.
- When able participates in annual events sponsored by the organization such as the CMC Gala, November Splendor, and facility openings of new locations.
- Uses judgement to provide updates to AVP of Facilities & Support Services and AVP of SH Operations when dealing with situations that need additional support.

- Negotiate and evaluate all Facilities related service contracts, understand legal terms and language, identify costs and operational scope defined in contracts.
- Continuously monitors budget, defines variances and implements corrective action to insure efficient cost effective high quality services.

Requirements:
Education / Certifications / License -
- Bachelor's Degree in Facilities Management, Mechanical Engineering, Electrical Engineering, or related Engineering field from an accredited institution is required or 2-5 years of supervisory experience in an acute hospital environment.
- Certified Healthcare Facility Manager (CHFM). Candidate agrees to obtain this certification within one year of employment.
- Affiliation with ASHE & local ASHE Chapter
- NYS Driver's License
Experience / Special Skills -
- 5 years of progressive healthcare facilities management experience, the 3 most recent years shall have been in a s facilities management role in the hospital/healthcare environment.
- Well versed in Joint Commission standards, CMS Conditions of Participation with a demonstrated success record as it relates to hospital facilities management, EOC and LSC.
- Advanced knowledge of OSHA, NFPA, ASHRAE, and FGI.
- Strong experience in facility planning through capital and operational budgeting practices.
- Experience in short/long-range facilities planning, construction, major rehabilitation, and space utilization programs.
- Experience in establishing effective energy management and sustainability programs.
- Experience and successes in communicating and managing in a complex environment including a multi-facility/multi-campus environment.
- Demonstrated communication style required to build consensus across diverse teams.
- Excellent written and oral communication skills
- Proficiency in Microsoft Office applications
