Central City Concern is an innovative nonprofit agency providing comprehensive services to single adults and families in the Portland metro area who are impacted by homelessness, poverty and addictions. We hire people that are skilled and passionate to meet our mission to end homelessness through outcome-based strategies which support personal and community transformation.  

The Resident Services Coordinator (RSC) assists residents with resources and referrals within CCC affordable housing, support services and external community partners. This individual works with residents and staff to find solutions to financial and behavioral problems that, if not resolved, would jeopardize a resident’s continued housing. In partnership with other RSC(s) and Supportive Housing leadership, this position will also act as a support to the Financial Literacy Coordinator for tenants across the portfolio, devoting a percentage of their time to developing a financial literacy curriculum, researching and including best practices, training other RSC’s, conducting monthly classes to groups of tenants to assist in building improved financial literacy for the population being served.

Schedule: Tuesday - Saturday 9:00 AM - 5:30 PM 

Location: Rutherford-Interstate (6905 N Interstate Ave. Portland OR 97217)

Compensation: $22.19 per hour

MINIMUM QUALIFICATIONS:

  • Must have a high school diploma or G.E.D. Advanced education is preferred.
  • One year of experience working in a social services environment, with knowledge of local community resources.
  • Experience, either personal or professional, with the issues associated with gentrification and displacement of minority populations. Experience in community development and working in multi-cultural organizations or communities.
  • Experience, education, or proven ability in financial literacy desired.
  • Ability to adhere to Central City Concern’s drug-free workplace which encourages a safe, healthy and productive work environment and strictly complies with the Drug-Free Work Place Act of 1988. An employee shall not, in the workplace, unlawfully manufacture, distribute, dispense, possess or use a controlled substance or alcohol.
  • Must pass a pre-employment drug screen and background check.
  • Will be required to carry an agency cell phone for work use. Cell phones will be provided by Central City Concern.
  • Valid driver's license preferred. If required to drive, must pass a DMV background check, and be designated an "acceptable" driver as outlined in Central City Concern's Fleet Safety Policy. If required to drive, must pass an initial driver's training within 60 days of being an approved driver and continued recertification training.
  • Must generally have the ability to walk, bend, stoop, kneel, squat, twist, reach, pull and lift heavy objects, and climb stairs with reasonable or no accommodation.
  • Must adhere to agency’s non-discrimination policies.
  • Ability to effectively interact with co-workers and clients with diverse ethnic backgrounds, religious views, political affiliations, cultural backgrounds, lifestyles, and sexual orientations and treat each individual with respect and dignity.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Identify resident issues and provide links to resources.
  • Assist and support residents by information sharing and educating residents about building rules and policies.
  • Serve as liaison between housing programs and service providers, including those directly associated with residents.
  • Establish and maintain ongoing communication with Community Manager.
  • Complete all necessary Right to Remedy Plans and Eviction Prevention reports in a timely manner.
  • Network with agencies in the community to assist linking residents to resources.
  • Maintain resident progress notes and be able to report on them quarterly.
  • Interview all permanent housing applicants prior to move-in to complete basic needs assessment, ensure they meet building criteria, and ensure they understand the RSC role in the community.
  • Follow up regularly with residents to ensure they are getting their needs met.
  • Refer residents to employment opportunities, supported employment, benefits and entitlements, medical and mental health resources as needed and/or desired by the residents.
  • Function as part of a team providing supportive housing and report to various job sites as directed by supervisor.
  • Respond to, and investigate, all resident reports that are related to the building(s) you are responsible for.
  • Create and execute community programs and activities within the building including but not limited to neighborhood safety, potlucks, movie nights and community meetings.
  • Complete special trainings as needed.
  • Adhere to all state and federal privacy and security regulations applicable to the program, and to CCC policies and agreements regarding confidentiality, privacy, and security.
  • Research financial literacy issues; develop curriculum and services in order to provide personal money and credit management education to residents.
  • Develop and implement Financial Literacy programs and workshops across the supportive housing portfolio.
  • Provide Financial literacy training to other RSC’s
  • Perform individual counseling, including teaching clients about credit and budgeting.
  • Attend financial literacy conferences and training.
  • Investigate financial literacy and asset building concepts such as Individual Development Accounts (IDAs) to improve in the personal and financial growth of individuals, working with the Director of Supportive Housing to work toward implementation.
  • Adhere to all state and federal privacy and security regulations applicable to the program, and to CCC policies and agreements regarding confidentiality, privacy, and security. This includes immediately reporting any breach of protected health information or personal identification information of any person receiving CCC services by CCC or an outside provider to the CCC Compliance Department, as well as to your supervisor or their designee.
  • Perform other duties as assigned.

  • Interest, experience, education and ability in financial management.
  • Sufficient manual dexterity and physical ability to perform assigned tasks.
  • Ability to effectively interact with persons of diverse ethnic backgrounds, religious views, political affiliation, cultural backgrounds, life styles and sexual orientation and treat each individual with respect and dignity.
  • Knowledge of how to work with individuals who may display behaviors that are combative and/or aggressive.
  • Ability to work in an environment where individuals may display behaviors that are hostile.
  • Ability to manage time and meet deadlines.
  • Ability to understand and follow verbal and written instructions.
  • Ability to work courteously with the general public, residents/clients and co-workers.
  • Detail oriented; ability to maintain accurate records and necessary paperwork.
  • Ability to learn and apply training instruction.
  • Knowledge of de-escalation methods or ability to be trained in de-escalation methods.
  • Ability to effectively communicate with clients, co-workers, corrections personnel, police, merchants, the public at large and supervisor.
  • Ability to provide leadership.
  • Ability to provide advocacy, as appropriate.
  • Must have professional maintenance of appropriate boundaries.
  • Ability to establish and maintain cooperative working relationships with those contacted during the course of work.
  • Ability to communicate clearly and concisely both verbally and in writing.
