As a Program Specialist you will: Provide principal advisory services on matters related to program support work, such as planning, research, analysis, correspondence, communication, and/or liaison activities. Assist in the preparation, review and coordination of information, decision documents, special reports, and other programmatic documents required for successful administrative management. Participate in the implementation and planning of new initiatives and projects that will enhance the overall effectiveness of administrative management of the organization. Maintain and monitor project tracking and reporting systems in order to develop status reports and response materials for the senior management for higher level attention, review or signature. Collect data from various sources in order to render informed recommendations/alternatives.
Due to the Centers for Disease Control and Prevention's (CDC's) process enhancement to use Shared Certificates throughout the Agency, some of the requirements below may differ: US Citizenship required. Males born after December 31, 1959 must be registered or exempt from Selective Service (see http://www.sss.gov). May be subject to a Background/Security Investigation. Security clearance level may differ from the position announced when certificates are shared. CDC participates in the USCIS Electronic Employment Eligibility Verification Program (E-Verify). E-Verify helps employers determine employment eligibility of new hires and the validity of their Social Security numbers. Direct deposit is required. One-year probationary period may be required. This position may be subject to a Collective Bargaining Agreement. Time in grade (TIG) must be met within 30 days of the closing date of the announcement. This position may be subject to the OGE Financial Disclosure requirements of the Ethics in Government Act of 1978 (P.L. 95-521). If selected, you may be required to complete a Confidential Financial Disclosure Report (OGE Form 450) to determine if a conflict or an appearance of a conflict exists between your financial interest and your prospective position with the agency. If identified, this will be an annual requirement. In accordance with Executive Order 12564 of September 15, 1986, The Department of Health and Human Services (HHS) is A Drug-Free Federal Workplace. This position may require a Drug Test and be subject to Random Drug Testing. The position may require the submission of a urinalysis to screen for illegal drug use prior to appointment and be subject to reasonable suspicion and post-accident drug testing upon hiring. If required to submit to urinalysis, the appointment to the position will be contingent upon a negative test result.
All qualification requirements must be met by the closing date of the announcement. Minimum Qualifications: To qualify at the GS-9 grade level, you must have at least one year of specialized experience at or equivalent to the GS-7 grade level, which must include the following experience: providing administrative and programmatic support to staff in the areas of planning, research analysis, correspondence control, communication, and liaison activities. OR Have completed a Master's degree or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to a Master's or LL.B. or J.D., if related, from an accredited college or university. OR Have a combination of education and specialized experience that together meets 100% of the qualification requirement for this position. To qualify at the GS-11 grade level, you must have at least one year of specialized experience at or equivalent to the GS-9 grade level, which must include the following experience: providing administrative and programmatic support to staff in the areas of personnel administration, procurement/acquisition, property management, and other business services to support day-to-day operations. OR Have completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to a Ph.D. or LL.M, if related, from an accredited college or university. OR Have a combination of education and specialized experience that together meets 100% of the qualification requirement for this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Promotion potential: Promotion to the next grade level is at management's discretion and is based on your meeting qualifications and time-in-grade requirements, demonstrated ability to perform the higher-level duties, the continuing need for the higher-level duties, and administrative approval. Promotion to the next grade level is not guaranteed and no promise of promotion is implied.
