What are the responsibilities and job description for the Individual Assistance Project Manager position at CDR Companies?
The Individual Assistance Officer is responsible for coordinating and managing the delivery of Individual Assistance (IA) programs following a federally or state-declared disaster. This role acts as the point of contact between the state and federal agencies, particularly FEMA, in providing disaster survivors with financial and housing assistance, crisis counseling, disaster unemployment, legal services, and other forms of support.
Key Responsibilities:
- Serve as the subject matter expert on Individual Assistance programs and policies.
- Coordinate with FEMA and other federal, state, and local partners to assess and deliver IA support during disaster declarations.
- Assist with the preparation and submission of requests for federal Individual Assistance under the Stafford Act.
- Oversee the implementation and administration of IA programs, including but not limited to:
- Housing Assistance
- Other Needs Assistance (ONA)
- Disaster Case Management
- Crisis Counseling Assistance and Training Program
- Disaster Legal Services
- Support Joint Preliminary Damage Assessments (JPDAs) to evaluate eligibility for federal assistance.
- Provide technical guidance and training to local officials, nonprofit partners, and community stakeholders on IA processes.
- Collect, review, and analyze disaster impact data to inform decision-making and resource allocation.
- Maintain accurate documentation and ensure compliance with state and federal regulations.
- Develop and update standard operating procedures (SOPs), program guidelines, and outreach materials.
- Represent the state in meetings, briefings, and recovery-related events.
- Strong understanding of federal and state emergency assistance laws and policies.
- Excellent organizational, communication, and problem-solving skills.
- Ability to work in high-pressure, fast-paced environments.
- Proficiency in Microsoft Office Suite and emergency management software.
- Ability to travel in-state and occasionally out-of-state as required.
