Position Description:
1. Performs a variety of program operations analyst, cost and reporting functions to support planning, analysis, formulation and execution of the SHIELD/M-SHORAD mission. Knowledge of 7600A (support agreement) policy, processes and procedures. Knowledge of Acquisition Executive reporting requirements, such as: Selected Acquisition Reporting (SAR), Monthly Acquisition Reporting (MAR); and Defense Acquisition Executive Summary (DAES). Works with supervisor or higher-level analyst, in researching, reviewing and analyzing acquisition regulatory and statutory documents. Works with supervisor or higher-level analyst in developing, formulating and preparing guidance for use in preparing command program execution and accomplishments. Operates the various systems, including but not limited to SharePoint, Project Management Resource Tools (PMRT); Comprehensive Cost and Reporting System (CCaRS) to adjust transactions and verify accuracy and identify errors.
2. Research directives, regulations, and policies and provides assistance to the SHIELD Project Office and M-SHORAD in ensuring requirements are in adherence with legislature, regulations policies and procedures. Ensures all budgetary transactions are in compliance with authorized policies and procedures and periodically reviews with supervisor for inconsistencies. Prepares and consolidates a variety of special and recurring reports covering status of funds, expenses, and obligations and ensures supervisor’s review and approval for dissemination.
3. Works with supervisor or higher-level analyst, in the planning, preparation, development, and justification of the appropriation budget estimate obligation plan and CRA funding requirements. Works with higher level analyst in a variety of budget functions. Responds to external and internal inquiries related to program analyses within the area of responsibility. Provides assistance in conducting program execution analysis of assigned programs. Works with higher level analysts in the integration and coordination, formulation, presentation, justification to support all assigned acquisition programs. Reviews assigned program documents and backup justification data as necessary to conform to changes in program direction. Maintains professional contact and liaison with representatives at all levels in order to acquire or disseminate information.
4. Provides assistance to supervisor or higher-level analyst in providing program adjustment recommendations as appropriate on assigned programs to optimize the balance between funding, schedule, performance and supportability. Participates in program review events/activities to maintain knowledge of Army acquisition programs. Monitors development of assigned Army acquisition programs through OSD/OMB and Congressional hearings. Monitors program execution to assure timely action.
5. This position requires the experience and ability to work with product stakeholders in order to assemble, analyze, and assess programmatic and functional program performance in order to plan, coordinate, and execute IAW program information and decision briefings, white papers, traditional and adaptive acquisition documentation, and official reports.
