Position Summary

Position is responsible for the day-to-day operations of the Cecil County Council Office under the general direction of the County Council. Assignments are often complex in nature and carried out in accordance with broad policy guidelines, general goals and objectives, and applicable legal standards or regulations. General supervision provided by County Council members. This is an at-will position that serves at the pleasure of the County Council. Please be aware that this position can be terminated at any time by a three (3) vote majority of the County Council.

Position Responsibilities

1. Supervises staff and coordinates the County Council office.

2. Prepares Council budget for Council approval and submission to County Executive.

3. Appoints staff and consultants, with concurrence of Council.

4. Custodian of public record and responsible for keeping minutes, legislative actions and voting record on all actions before the Council; ensures compliance with County and State filing requirements for enacted legislation.

5. Performs administrative functions of the Council based on legislation and regulations.

6. Certifies all legislation and documents as the clerk of the governing body (e.g. – County Council).

7. Ensures Council is informed of relevant issues regarding County or Legislative business.

8. Research and drafts legislation, proclamations and official Council correspondence as requested.

9. Maintains the Council Journal.

10. Provides notice and ensures proper publication as required by law of all Council meetings, hearings, sessions and matters before the Council.

11. Provides information to the media and general public as to the Council agenda, purpose and matters pending before the Council.

12. Ensures the Council’s legislative calendar is managed accurately and that items are considered within the timeframes set out by Charter and other laws.

13. Compiles items for the Council meeting agenda and complies with the Open Meeting Act. Attends all Council meetings and ensure all tools and materials are provided to the Council in preparation for session.

14. Submits new legislation for codification and ensures new legislation is submitted as needed and/or required (e.g. – State Agencies, internal departments, etc.).

15. Coordinates Council’s ad hoc committees including, but not limited to: Redistricting, Compensation Review, Charter Review, etc.

16. Communicates effectively; works cooperatively and diplomatically with the Executive branch of government on behalf of the Council.

17. Diplomatically justifies, defends, negotiates, or settles matters involving significant or controversial issues.

Minimum Qualification Requirements

Education

Bachelor’s degree in public administration or closely related field.

Experience

Minimum of five (5) years’ senior level management experience related to the oversight of governmental and public policy (e.g. – information dissemination, governmental relations, communications, etc.).

Legal experience is a plus.

Certificate(s) and/or License(s)

1. Possession of a valid Class “C” non-commercial driver’s license with no more than three (3) points.

Knowledge, Skills & Abilities

1. Demonstrate an understanding and working knowledge of governmental operations and the principals of effective leadership and office management.

2. Experienced with budget management, and ability to act in a non-bias, non-partisan manner.

3. Ability to communicate ideas effectively, both orally and in writing and to diverse groups.

4. Ability to analyze and evaluate data and to develop clear and concise reports.

5. Ability to establish and maintain effective working relationships with officials, staff from other agencies, the public, and others as required.

6. Ability to operate personal computers including intermediate knowledge of applicable software packages.

Miscellaneous Position Information

Working Conditions & Physical Requirements

This role is primarily sedentary in nature but may involve occasional strenuous effort, such as handling moderately heavy boxes, tools, equipment, or other materials; walking or climbing over uneven surfaces; and sitting/standing in fixed position for extended periods of time. Must be able to lift 50 pounds unassisted on a regular basis. General conditions involve working at a computer, using telephonic equipment, and interfacing regularly with internal and/or external stakeholders.

Work is normally performed Monday through Friday during normal business hours, however, may require alternate work hours including nights and weekends. An incumbent in this position is required to be available as needed after normal business hours (e.g. – County Council meetings/sessions, ad hoc committee meetings, etc.).

Individuals appointed or promoted to a position in this class will be required to serve a probationary period of six (6) months. Performance will be carefully evaluated during the probationary period. Continuation in this class will be contingent upon successful completion of the probationary period by the County Council.

Conditions of Employment

1. Prior to appointment, employees are subject to pre-employment medical history review and drug testing, extensive background investigation (which may require CJIS and NCIS clearance), including but not limited to reference checking, and driving history, and an evaluation of training or experience.

2. Employees in this classification are essential as defined by the County’s Personnel Policies and Procedures Manual and are required to report to work during inclement weather or other designated emergencies.
