Job Summary
Candidates for this position must reside on the Central Coast (Ventura, Santa Barbara, San Luis Obispo, Monterey and Santa Cruz Counties) or be willing to relocate to the area upon hire. Reporting to the Chief Performance Officer (CPO) with matrixed reporting to the Chief Executive Officer (CEO), the Executive Operations Manager (EOM) at CenCal Health is a critical partner to the CEO, CPO and the executive team, providing high-level operational, strategic, and administrative leadership. This role is responsible for enhancing organizational efficiency, driving cross-functional collaboration, managing key initiatives, and providing guidance and support to Executive and Administrative Assistants across the organization, in support of the Executive Team.
The EOM serves as a trusted advisor, operational leader, and project manager, bridging the gap between administrative support and strategic coordination to ensure smooth execution of the organization's objectives.
Duties & Responsibilities
1. Executive Support
- Act as a strategic partner to the CEO and CPO, managing daily priorities and ensuring alignment with organizational goals.
- Oversee complex scheduling, travel arrangements, and communications, prioritizing tasks to maximize executive effectiveness.
- Prepare high-quality briefing materials, presentations, and reports for executive meetings.
- Represent the CEO or CPO in internal and external communications, as needed.
- Coordinating with the Sr. Executive Assistant / Clerk of the Board to execute communications with the Board audience.
2. Operational Leadership
- Drive the execution of cross-functional projects in support of CEO and CPO priorities and effectiveness, ensuring alignment with organizational goals and timelines.
- Act as the point person for key administrative planning and execution materials, including but not limited to: the annual communication roadmap of key forums and activities; recurring operational work inventory; organizational meeting matrix; organizational meeting chart; functional organizational charts; and organizational descriptors materials.
- Identify administrative efficiencies and implement solutions to enhance productivity across the executive team, including but not limited to:
- Provides primary administrative leadership and support for Executive Leadership Team meeting activities, including agenda development, facilitation support, post meeting follow-up and task execution.
3. Strategic Coordination
- Facilitate communication between the CEO and the executive team, ensuring clarity of objectives and follow-through on decisions.
- Support the CEO in managing relationships with key stakeholders, including community leaders and regulatory and governmental stakeholders.
- Conduct research and data analysis to inform decision-making and strategic planning.
4. Support and Guidance to Executive and Administrative Assistants
- Provide mentorship, guidance, and professional development support for Executive and Administrative Assistants.
- Develop and implement standardized processes, workflows, and tools to improve the effectiveness of administrative support across the organization.
- Ensure consistency and quality in administrative practices, aligning them with organizational values and goals.
5. Leadership Development and Influence
- Serve as a thought partner to the CEO and CPO, contributing to the strategic planning process and organizational development initiatives.
- Foster a culture of operational excellence among administrative staff.
- Act as a liaison to ensure alignment between administrative support functions and organizational priorities.
Qualifications
Knowledge/Skills/Abilities
- Strong organizational and time management skills and the ability to balance multiple priorities while meeting deadlines in a fast-paced healthcare environment.
- Strong project management skills, including planning, tracking, and execution of complex initiatives.
- Advanced proficiency in Microsoft Office Suite, project management tools, Smartsheet, and or collaboration and organizational platforms.
- Outstanding written and verbal communication skills, with an ability to craft professional and compelling content.
- High level of discretion and ability to handle sensitive information with confidentiality and professionalism.
- Excellent analytical and decision-making capabilities to drive operational improvements and organizational effectiveness.
- Knowledge of leadership principles, change management, and executive decision-making in a mission-driven, member-focused organization.
- Understanding of best practices in operational efficiency, strategic planning, and continuous improvement frameworks such as Lean and Six Sigma within a healthcare setting.
- Understanding of Medi-Cal regulations, policies, and governance standards to support organizational compliance.
- Basic knowledge of People Operations best practices, including talent management, performance development, and employee engagement within a values-driven organization.
- Ability to manage third-party vendors, negotiate contracts, and develop strategic partnerships.
- Strong leadership skills with the ability to inspire, coach, and influence cross-functional teams in a complex and evolving healthcare landscape.
- Ability to interpret data, generate insights, and drive business outcomes in alignment with key performance indicators.

Education & Experience
- Bachelor’s degree in Business Administration, Healthcare Administration, Organizational Leadership, or a related field.
- Minimum of 5 years of experience providing executive-level support, with at least 3 years of experience in operations or project management.
- Project management training and experience preferred, and/or administrative professional certification(s) such as PMP, CAP, or equivalent.
- Experience in the healthcare industry or a mission-driven organization is highly desirable, particularly in managed care, Medi-Cal, or public health settings.
- A combination of education and experience that provides the necessary knowledge, skills, and abilities to perform the role effectively will be considered.
