Duties and Responsibilities:
1. Understand “Housing First” and “Harm Reduction” philosophies and apply as needed to specific management duties.
2. Assist in preparing and managing property’s annual budget by monitoring spending throughout the year.
3. Inspect interior and exterior of buildings to monitor the appearance, cleanliness, maintenance, attractiveness, and safety of the property. Monitor building systems including security, maintenance, etc.
4. Responsible for ensuring rapid turnover of vacant apartments, including applicant selection process and timely placement of tenants, lease up, inspections, collection of rental payment, move out, and all related paper/computer work.
5. Coordinate with supportive services to enforce house rules, and process appeals and evictions in compliance with all regulations. 6. Ensure all necessary paper and computer work is properly and accurately completed and filed in a timely manner.
7. Understand and correctly implement tenant selection criteria by thoroughly understanding the funding matrix and implications for tenancy.
8. Accurately process tenant certifications in a timely manner in compliance with tax credit policy.
9. Assist site director in enforcing lease and other government rules and regulations, including Fair Housing laws, VAWA, building safety, health codes, and local ordinances.
10. In coordination with service staff, develop and maintain tenant files and records for funders and compliance agencies.
11. Attend tax credit and fair housing training, and remain up-to-date with all changes and requirements.
12. Participate in CCHC required inspections. Work with site director as needed to ensure completion of capital projects.
Requirements
Preferred Experience:
This position requires a unique combination of property management as well as social service skills. Experience or education in subsidized property management or related fields is required. This position requires a valid driver’s license and dependable transportation. This person must pass and maintain Minnesota Background Study clearance.
Essential Skills:
· Ability to read, analyze, and complete documentation required by government agencies and communicate through speaking, listening, and writing effectively with tenants and outside agencies.
· Ability to perform basic mathematical functions such as addition, subtraction, multiplication, and calculating percentages.
· Demonstrated competency using computer programs such as Microsoft Word and Excel as well as ability to learn and use new systems as needed.
· Self-motivation and the ability to work independently including prioritizing job duties.
· Ability to maintain confidentiality.
· Skill in establishing and maintaining positive relationships with diverse tenants, applicants, and staff.
· Understand and be sensitive to the effects of trauma on an individual and its impact on successful residency, including an understanding of homeless populations.
· Regular attendance, reliability, and punctuality.
· Available to respond to occasional property or tenant emergencies.
· Sensitivity and effectiveness when dealing with people from diverse backgrounds and with special needs.
