Position Description

This posting will be used to fill a full-time, permanent Senior Project Manager (Senior Engineer) position in the Bureau of Watershed Protection and Restoration (BWPR) Stormwater Infrastructure Program in the Department of Public Works.

This is advanced-level engineering work with stormwater infrastructure involving the supervision of assigned personnel and contractors as well as planning and oversight of capital improvement projects and engineering programs related to the design, construction, contract administration, inspection, and community outreach for storm drainage rehabilitation projects.

NATURE AND VARIETY OF WORK

This position is responsible for managing the more challenging closed storm drain, culvert, and stormwater management projects within the BWPR. The position is also responsible for supervising Engineer III’s. Construction Inspector Supervisors and Contractors who are installing, repairing, and conducting rehabilitation of the County’s closed storm drain and culvert systems and other stormwater management projects for both the Northern and Central/South Districts of the County.

The position is also responsible for developing scopes of work, managing design/bidding processes, assisting in the negotiation of the regulatory process, managing construction installation, and ensuring project performance.

The position will involve working closely with other departments within the County, County officials, community representatives, design consultants, regulators, construction contractors, and the public at large. The position will involve regular work outside, including traversing steep grades and natural areas.

Examples Of Duties And Knowledge, Skills And Abilities

  • Manage design of assigned stormwater capital projects, including complex projects, to ensure a quality project on schedule and within budget. Provides for timely procurement of required A/E services.
  • Develop a schedule in keeping with established priorities. Routinely monitors A/E schedule maintenance and quality of product.
  • Maintains effective communication with the project team. Monitors design progress to ensure maintenance of established budget.
  • Manages construction of assigned capital projects, including complex projects, to ensure a quality product on schedule and within budget.
  • Ensures that construction documents are complete and in the required detail to provide the desired finished product. If necessary, it provides for timely procurement of construction management (CM) services and establishes appropriate expectations for CM performance to ensure quality, cost, and schedule controls.
  • Provide sufficient field presence to ensure that established expectations are being met.
  • Prepares budget for assigned projects by established schedules and guidelines. Provides accurate construction cost estimates for new project requests and establishes milestones. Determines total project cost and probable funding sources. Allocates funding requests based on realistic schedule projections. Provides sufficient backup material to fully support requests.
  • Provide thorough and timely information through established reporting procedures and as required to convey project status, schedule, problems, and action plans Provide documentation for any significant changes in cost, schedule, or quality of projects.
  • Provide information and recommended course of action on potential impacts to the supervisory chain in time that direction for corrective action can be provided. Makes quality written or oral presentations of project status to higher management as required.
  • Provide technical engineering assistance as required within the area of expertise to supervisors, other project managers, and other County agencies. Review and comment with timely response to requests for input.
  • Serve on ad hoc technical review committees and provide well-thought-out recommendations.
  • Assist BWPR staff in maintaining effective development of and revision to working administrative and technical documents and to new product evaluation.
  • Review and suggest improvements that will provide more efficient and higher quality work products, such as policies and procedures and operating manuals.
  • Provide suggestions for improvements in engineering standards for Design Manual and Standard Specifications and Details.
  • Performs related duties as assigned by the Deputy Director

Knowledge, Skills And Abilities

  • Ability to communicate very effectively, both orally and in writing.
  • Extensive knowledge of the principles, practices, closed storm drain and culvert systems, stormwater management practices, and techniques of environmental restoration and project management.
  • A strong ability to manage certain assigned personnel and contractors as well as all aspects of environmental restoration projects from initiation to construction completion and to keep projects moving along in a timely fashion.
  • Ability to deal tactfully, effectively, and equitably with people.
  • Knowledge of stormwater management laws, rules, and regulations in Maryland.

Minimum Qualifications

Education: A bachelor's degree from an accredited four-year college or university with a degree in engineering or a related field.

Experience: Four (4) or more years of technical experience in engineering; and a valid non-commercial Class C motor vehicle operator's license.

For a University or College outside the United States, the applicant must provide documentation of accreditation and educational equivalency, which can be accomplished through a credential evaluation service. Applicants with a foreign degree must provide this documentation upon the close of the announcement.

Supplemental Qualifications

Preference will be given to candidates with the following:

  • Ten (10) years’ experience as an Engineer or Project Manager or fifteen (15) years’ experience as a Design Engineer or Project Manager. The experience must be working on either site civil, water resources, or restoration projects from conception to construction completion.
  • Experience taking closed storm drain and culvert systems, stormwater management, and environmental restoration projects from conception to construction completion.
  • Microsoft Office software (Excel, Access, Word, and PowerPoint)
  • Working knowledge of NPDES MS4 Permits and the Chesapeake Bay TMDL.
  • Knowledge and experience with environmental restoration, stormwater runoff, and stormwater management techniques.
