Procurement Analyst

Please do not apply through MassCareers.

At the Center for Health Information and Analysis (CHIA), we serve as stewards of Massachusetts health data, employing multifaceted datasets and cutting-edge analytics to ensure transparency in our health care system. By joining CHIA as a Procurement Analyst, you’ll strengthen the important mission of the independent state agency, supporting health care data analytics and evidence-based decision-making, while promoting effective fiscal stewardship and be a key member in a dynamic and innovative finance team.

Our work directly impacts the healthcare system, enhancing the well-being of individuals and communities. We foster a flexible, collaborative environment, offering a hybrid model that balances in-person and remote work. Our hybrid approach allows you to work alongside colleagues from our vibrant Boston office at 501 Boylston Street for at least two designated days per week, with the flexibility to work remotely on others.

Join us at CHIA and be a driving force in healthcare impact! We are seeking a dedicated Procurement Analyst (Analyst) who is eager to join a modernizing CHIA Finance team to help realize the agency’s fiscal and procurement goals. The ideal candidate will be extremely detail-driven, a strong writer and copy editor, analytical, and possess a strong knowledge of the Commonwealth’s procurement and fiscal administration policies, tools, and systems.

As the Procurement Analyst at CHIA, you will have the opportunity to:

Support Agency Procurement and Purchasing Processes

As a Procurement Analyst, you will be at the heart of CHIA’s financial operations, ensuring compliance with laws, regulations, and guidance from the Operational Services Division (OSD) and the Office of the State Comptroller. You’ll manage end-to-end procurement processes and purchasing activities, ensuring that the agency operates efficiently and effectively.

In this dynamic role, you’ll work closely with the Director of Fiscal Operations (DFO) to develop, manage, and streamline procurement and purchasing processes. Whether drafting solicitations, managing contracts and amendments, or assisting with purchase orders and invoicing, your contributions will directly impact CHIA’s ability to deliver on its mission. You’ll collaborate with internal staff, vendors, and state agencies, building relationships that drive success.

Bring Your Expertise to Procurement and Contracts: As part of CHIA’s Finance team, you’ll spearhead the development and coordination of solicitation documents and procurement materials. This includes proofreading and preparing evaluation documents, award notices, and other essential items. Your expertise will ensure compliance with OSD requirements, and you’ll manage procurement files, assist with public records requests, and keep processes aligned with policy updates. By mastering systems like COMMBUYS, you’ll track procurements and ensure seamless communication with stakeholders.

Lead Contract Management Efforts: Step into a leadership role by managing CHIA’s contract schedules, Statements of Work (SOWs), and Interdepartmental Service Agreements (ISAs). You’ll plan and coordinate renewals, amendments, and other critical actions while ensuring compliance with procurement laws. From troubleshooting contracting challenges to maintaining accurate records in MMARS, your attention to detail and problem-solving skills will set you apart.

Support Agency Purchasing Processes: You’ll play a crucial role in CHIA’s purchasing activities, coordinating supply and IT equipment orders, preparing purchase orders, and liaising with vendors to ensure timely delivery. Your ability to manage day-to-day purchasing needs—like office equipment leases and postage procurement—will help CHIA run smoothly.

Ensure Financial Oversight and Collaboration: In addition to procurement responsibilities, you’ll support financial operations by processing accounting transactions, managing accounts in MMARS, and assisting with spending and reimbursement tasks. By serving as a reliable backup to Finance team members, you’ll demonstrate flexibility and teamwork while contributing to CHIA’s overall fiscal success.

  • CHIA offers agency-specific flexible work and IT arrangements.
