ORGANIZATIONAL BACKGROUND:

The Central California Asthma Collaborative (CCAC) is a non-profit organization dedicated to advancing health equity and environmental justice by empowering Central California communities through services, research, advocacy, and data-driven solutions to reduce the burden of asthma. CCAC’s Climate Equity and Environmental Justice (CEEJ) program engages communities in policy advocacy, provides information and access to climate equity and air pollution (transportation, energy) incentives and resources available to lower-income families in California.

 

POSITION SUMMARY:

The NorCal DCAP Manager will work under the direction of the Deputy Executive Director (DED) in close coordination with the Associate Director of Outreach and Policy  (ADOP) to recruit, coordinate and provide support to community-based organizations (CBO) partnering with CCAC on Climate Equity projects in the clean transportation, clean energy, air quality, and climate policy sectors. The goal is to facilitate access of low-income and disadvantaged communities to state climate programs, including the Driving Clean Assistance Program (DCAP).

 

The NorCal DCAP Manager will be responsible for establishing, maintaining and supporting relationships with CBO outreach partners in the region, especially with tribal and rural organizations, by establishing memorandums of understanding (MOUs), providing collateral and training, gathering activity reports and invoices, scheduling in-person and virtual check-ins, and recruiting new CBOs to support DCAP outreach. The NorCal DCAP Manager will also be responsible for overseeing CCAC EV Equity specialists (based in the Sacramento office) who will be helping eligible residents complete and submit DCAP applications, including in-person application clinics hosted by the regional CBO partners. 

 

PRIMARY RESPONSIBILITIES:

  • Provide outreach support to DCAP CBO partners, including hosting training sessions, providing collateral, conducting regular check-ins (in-person and virtual).
  • Gathering DCAP CBO partner activity reports and invoices.
  • Work with Climate Equity programs (clean Transportation, Energy, and Air staff) to stay up to date on the latest program activities.
  • Responding promptly and appropriately to CBO partner and stakeholder inquiries.
  • Assist in preparing monthly and quarterly progress reports for DCAP program administrator (CHDC)
  • Attend and support CBO partner community outreach events.
  • Coordinate with CCAC’s Marketing and Communications staff regarding CBO partner outreach activities.
  • Coordinate with SJV DCAP team to oversee and support NorCal EV Equity Specialists providing education and assistance to income-eligible residents completing the DCAP application.

·        Coordinate staff tasks and responsibilities 

·        Support staffs use of CRM for tracking and managing DCAP clients

·        Support staff in hosting in-person application assistance events

·        Communicate staff needs to DED

·        Submit purchase orders to DED 

·        Ensure staff submits mileage/reimbursements when needed 

·        Conduct staff performance evaluations

EDUCATION AND WORK EXPERIENCE: 

  • BA or BS degree, or 3 years related work experience. 
  • Experience and knowledge about electric vehicles and incentive programs preferred. 
  • Experience communicating effectively with community members and project partners. 
  • Bilingual (Spanish/English) preferred. 
  • Experience using various computer software programs. 
  • Experience interacting with a diverse population. 
  • Experience with all aspects of cultural competency. 
  • Capable of working independently, cooperatively, and responsibly. 
  • Able to work flexible hours, including evenings or weekends as needed. 
  • Experience working in environmental justice preferred. 

TRAVEL: To events (e.g. EV test drives), meetings and presentations with partners and stakeholders, conferences and symposiums or other purposes as needed.  Periodic travel to CCAC headquarters in Fresno for All-staff or other team meetings.

 

DRIVING AND LICENSE REQUIREMENTS: Must possess a valid CA Driver’s License and applicable CA mandated auto insurance. 

 

PHYSICAL REQUIREMENTS: Must be fully vaccinated according to CCAC COVID vaccination policy. Able to lift up to 20 (twenty) pounds. 

TERM OF EMPLOYMENT: This position is funded for one year through the Community Housing Development Corporation’s Drive Clean Assistance Program, with continuation based on performance evaluation and organizational need at the end of the term.

AUTHORITY AND SUPERVISORY CAPACITY: Will work closely with Deputy Executive Director, Climate Equity and Environmental Justice Director, and the CEEJ Associate Director of Outreach and Policy to supervise and manage EV Equity Program staff.
