Job Description
The Construction Project Manager will be responsible for coordinating and managing all activities associated with assigned non-capacity capital improvement projects for Alexandria City Public Schools (ACPS). The Construction Project Manager assists in advancing the 10-year CIP plan through management and completion of assigned projects. The Construction Project Manager collaborates with multiple stakeholders to include the City and ACPS senior leadership, principals, contractors, architects, planning and design professionals, other ACPS project managers and associated staff personnel in an effort to complete projects on schedule, within scope and within budget.
- This position reports to the Assistant Director of Educational Facilities. This office is responsible for the management, oversight and execution of all non-capacity construction and project management activities for ACPS as well as capital planning and budget development.
Qualifications
Education: Bachelor’s degree in construction management, architectural engineering, mechanical engineering, electrical engineering, urban planning, real estate, or a related field with administration and construction-related coursework preferred. Experience may substitute for education.
Certificates & Licenses: Project Management Professional (PMP) Certification and/or Certified Construction Manager (CCM) Certification preferred.
Experience:
- Thorough knowledge of construction and site development activities - from design conception to implementation and evaluation; knowledge of construction project plan requirements, cost estimating, specification writing, building/site codes and standards, and inspection techniques; knowledge of financial procedures to maintain project cost control.
- Considerable experience in on-site construction of buildings and facilities, including administration and financial management of all aspects of construction projects (preferably in school facilities construction). Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
- Ability to represent ACPS in project planning and construction activities: the ability to effectively manage construction projects including scheduling, inspection, and timely completion of projects in accordance with all requirements; ability to supervise construction and implementation activities for projects; ability to read and understand construction plans.
- Ability to represent ACPS in public forums; ability to plan and conduct meetings with various governmental agencies and the public.
- Ability to apply technology to construction and project activities.

Essential Functions
- Works with Educational Facilities leadership to identify and facilitate projects.
- Initiates project planning, procurement processes, and funding allocations.
- Oversees renovation/construction projects and associated budgets, schedules, and changes.
- Proactively identifies potential project issues and provides solutions to noted issues.
- Monitors progress of all project work (including onsite construction activities) and keeps administrative records on each project to assure compliance with contract documents.
- Works with Procurement to negotiate changes and claims with contractors. Review contractual documentation to be sure all conditions are met prior to payment.
- Determines the impact of scope change on other portions of the project and makes necessary modifications to accommodate the required change.
- Coordinates with colleagues regarding performance of materials and systems incorporated in school facilities.
- Provides direction and interpretations to construction personnel on matters pertinent to construction projects.
- Consults with school and central office personnel, contractors, and inspectors regarding facility construction schedules, progress, and corrective actions as required.
- Initiates applications and various authorization letters to accomplish utility installations.
- Coordinates with city agencies for the issuance of building permits.
- Works with Procurement, Director of Educational Facilities, and Counsel (where needed) to review and settle claims.
- Accepts and performs other assignments independently or with others as appropriate.
