SUMMARY: The Director of Human Resources and Operations provides strategic leadership and oversight for all human resources functions and operational services within the K-12 school district. This role is responsible for personnel management, labor relations, policy administration, facilities management, transportation, and food services. The Director ensures compliance with all applicable federal, state, and district regulations while fostering a positive and productive work environment. The role also includes coordination with district leadership to support the district’s mission, vision, and goals.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES: Other duties may be assigned.

 

Human Resources Responsibilities:

  • Develops and implements HR policies and procedures to align with district goals and legal compliance.
  • Oversees the recruitment, hiring, onboarding, and retention of all certified and non-certified staff.
  • Administers employee performance evaluations and professional development programs.
  • Manages employee relations, including conflict resolution, grievances, and disciplinary actions.
  • Ensures compliance with collective bargaining agreements, employment laws, and district policies.
  • Conducts salary and benefits analysis to maintain competitive compensation structures.
  • Oversees the district’s employee assistance and wellness programs.
  • Manages HR technology systems for personnel records, evaluations, and compliance tracking.

 

Operations Responsibilities:

  • Provides oversight for facilities management, maintenance, transportation, and food service operations.
  • Ensures all operational departments adhere to safety standards, legal regulations, and best practices.
  • Develops and monitors budgets for operational departments to ensure fiscal responsibility.
  • Oversees district-wide safety, security, and emergency preparedness initiatives.
  • Collaborates with external vendors and contractors to ensure high-quality services and cost-effectiveness.
  • Plans and manages long-term facility and capital improvement projects.

 

SUPERVISORY RESPONSIBILITIES: Directly supervises personnel in the Human Resources and Operations departments. Fulfills supervisory responsibilities in accordance with district policies and applicable laws. Responsibilities include interviewing, hiring, training, planning, assigning, and directing work; evaluating employee performance; managing employee relations; and addressing complaints and resolving problems effectively.

  • Education and Experience: Master’s degree in Human Resources, Business Administration, Educational Leadership, or a related field preferred. Minimum of five years of experience in human resources, operations management, or school administration. Experience in K-12 education preferred.
  • Certificates, Licenses, and Registrations: Appropriate state certification in school administration or human resources (if applicable).
  • Language Skills: Strong ability to communicate effectively, both verbally and in writing, with diverse groups including employees, administrators, board members, and the community. Ability to develop and present reports and policy recommendations.
  • Mathematical Skills: Proficiency in financial planning, budgeting, and statistical analysis related to human resources and operations management.
  • Reasoning Ability: Strong critical thinking skills with the ability to analyze complex issues, develop solutions, and implement policy and operational improvements.
  • Skills: Strong leadership, problem-solving, and decision-making abilities. Excellent communication and negotiation skills. Proficiency in HR and operations management software.

While performing the duties of this job, the employee is regularly required to sit, talk, and hear. The employee is occasionally required to stand and walk. As an exempt position, the employee is not eligible for overtime pay and is expected to fulfill their job responsibilities with a focus on meeting professional and performance expectations, rather than tracking hours worked.
