Primary Job Function:

The Reynoldsburg City Schools’ Human Resources Generalist is responsible for performing a variety of general and technical duties in support of the Human Resources department. Under the direction and guidance of the Director of Human Resources, the HR Generalist coordinates specific office functions associated with the Human Resource Department and provides support for associated staff.

 

Minimum Qualifications:

  • Bachelor’s degree in Human Resources or a related field
  • Three (3) years of experience in general clerical work
  • Knowledge of current human resources practices
  • Knowledge of State and Federal labor laws and regulations
  • Exhibits exceptional professionalism, tact, and courtesy
  • Strategic and analytical, consistently performing with a high degree of accuracy
  • Outstanding problem-solver

Preferred Qualifications:

  • Experience in K-12 education
  • HR Certification
  • Knowledge of Ohio Department of Education (ODE) licensing, evaluation, and qualifications for School District employees
  • Experience relating to public sector employment and/or collective bargaining
  • Knowledge of State Employee Relations Board (SERB) Policies and Procedures

 

Essential Duties and Responsibilities: Primary functions may include the following duties, responsibilities, skills, abilities, and other characteristics. Leadership

  • Assumes responsibilities for the Human Resources Department in the absence of the Director
  • Performs day-to-day HR functions to include but not limited to recruiting, employee relations, compensation, compliance, and training and development for the District
  • Responsible for recruiting and employment activities to include but not limited to job fairs, screening, processing of pre and post-employment data, benefits, etc.
  • Assist with the research, development, and implementation of effective recruiting and staffing strategies to attract a diverse pool of qualified and capable talent
  • Identifies and implements efficient and effective recruiting methods and strategies based on the available role, industry standards, and the needs of the District
  • Responsible for employment contract administration and processing. Including annual contract status recommendations, annual salary recommendations, tracking employment contracts, inputting and ensuring accuracy of information added to contracts
  • Supervises the maintenance of departmental records, databases, and files
  • Help create and manage a Human Resources Department that is based on best practices with efficient delivery models
  • Help develop and manage standard levels of service and processes across areas of responsibility
  • Responsible for championing the work of the HR Department in reinforcing RCS organizational culture
  • Ensures staff have all the tools they need to be successful
  • Responsible for posting all available positions including:
    • Certified
    • Classified
    • ESC
    • Civil service
  • Responsible for coordinating and approving all leaves of absence for certified and classified staff. This includes but not limited to:
    • FMLA
    • Unpaid medical leave
    • Disability leave
    • Maternity/paternity leave
    • Professional leave
    • Sick leave
  • Responsible for coordinating with the Bureau of Worker’s Compensation as well as third-party administrator on all accidents and incidents that occur within the district to staff members.
  • Responsible for reviewing and evaluating applicant qualifications based on licensing requirements
  • Assist in investigative matters

Communication and Support

  • Responsible for supporting annual PERRP filing using data collection and reporting processes
  • Responsible for supporting the HR department for new staff onboarding
  • Responsible for sending job offers for all certified, classified, ESC and civil service positions
  • Responsible for interpreting policies and procedures of the negotiated agreement, state and federal laws and Board policies to staff who need support
  • Support the work of finding new ways to improve employee well-being
  • Assist with RCS recruitment and job fair events
  • Support the new hire interview process as well as exit interviews when needed
  • Support HR Director in employee relations matters
  • Compile and manage a variety of data systems for the purposes of developing formal reports, conveying information and complying with federal, state, and local mandated requirements.

Knowledge, Skills and Abilities

  • Knowledge of clerical procedures and systems such as word processing, managing files and records
  • Knowledge of and ability to work with Microsoft Office Suite
  • Knowledge of personnel information systems
  • Skill in speaking to others to convey information effectively
  • Skill in communicating effectively in writing as appropriate for the needs of the audience
  • Ability to use logic and reasoning to identify alternative solutions, conclusions or approaches to a variety of situations
  • Ability to maintain complete confidentiality
  • Ability to deal with challenging situations
  • Ability to work within established deadlines
  • Ability to create and maintain a professional work environment
  • Ability to combine pieces of information to form general rules or conclusions
  • Ability to plan and execute events for a variety of recipients

Physical Demands & Working Conditions:  

  • Physical Demands – While performing the duties of this job, the employee is regularly required to communicate with others. The employee is required to sit or stand and move around for extended periods of time. While performing the duties of this job the employee must be able to push, pull, lift and carry over 25 pounds on occasion.
  • Working Conditions – The employee in this position may experience occasional exposure to blood, bodily fluids and tissue. The employee may also be required to interact with unruly children.
  • Driving Requirement – This position may require driving.
