ORGANIZATIONAL RELATIONSHIP: The Clinical Director of Outpatient Psychological Services reports directly to the Assistant Executive Director/Chief Academic Officer, and in their absence, the individual reports to the Executive Director.

 

JOB DEFINITION: The Clinical Director of Outpatient Psychological Services is responsible for overseeing and coordinating the clinical operations of the CSIU psychiatric outpatient clinic, ensuring compliance with PA Title 55, Chapter 5200 Psychiatric Outpatient Clinics. The Director role includes patient care, program development, clinical supervision, regulatory compliance, professional development, insurance billing, and coordination of services that support mental health and resiliency within and across school districts. The Director will work collaboratively with internal and external partners to improve access to quality mental health services and ensure program goals, objectives, budgets, and timelines are met. This position will not supervise or evaluate program staff required to hold Pennsylvania Department of Education (PDE) educational specialist or instructional certifications.  The Clinical Director will provide clinical supervision to non-PDE certificated clinical staff as required by regulations and will receive clinical supervision through the contracted psychiatrist.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

 

Clinical Oversight:

  • Provide clinical oversight of all child and adolescent psychiatric outpatient mental health services, ensuring compliance with PA Title 55, Chapter 5200 regulations.
  • Conduct clinical assessments and develop individualized treatment plans for school-age clients.
  • Provide individual and group therapy sessions to adolescents.
  • Make referrals to providers outside the scope of services provided by the clinic.
  • Hire or contract with mental and behavioral health providers/clinical staff to support students through CSIU outpatient mental health services.
  • Recruit, hire, train, provide clinical supervision to clinical staff, including licensed mental health professionals, interns, and case managers, to ensure high-quality service delivery and adherence to ethical guidelines.
  • Facilitate regular clinical supervision meetings and training for staff to ensure ongoing professional development.
  • Monitor client progress, make necessary treatment adjustments, and facilitate discharge planning.
  • Oversee credentialing to invoice Medicaid and private insurance companies for services provided.
  • Ensure that clinical services are delivered in accordance with best practices, regulatory standards, and client needs.

 

Program Development and Management:

  • Collaborate with CSIU Behavioral Health Team to provide comprehensive services to school districts through their multi-tiered systems of support (MTSS) systems.
  • Develop, implement, and refine MTSS for mental and behavioral health in collaboration with CSIU colleagues, school districts, and mental health agencies.
  • Lead the development and execution of evidence-based mental health interventions, crisis response initiatives, and professional development programs.
  • Oversee process to create satellite outpatient sites in CSIU districts.
  • Establish and maintain professional relationships with state agencies, local mental health providers, school district personnel, and national organizations supporting school-based mental health.
  • Assist in the development of Memorandums of Understanding (MOUs) and service agreements with external partners.
  • Participate in regional, state, and national stakeholder meetings to advocate for school mental health initiatives.
  • Service as a member of the CSIU Behavioral Health Consultation team to problem solve referred students and make recommendations for supports and services.

 

Budget and Resource Management:

  • Assist with the development and management of the clinical budget; ensuring efficient use of resources within the department.
  • Identify funding opportunities and support grant applications as appropriate.

 

Training and Outreach:

  • Provide training and consultation on trauma-informed care, suicide prevention, mental health awareness, and resiliency strategies for educators and mental health professionals as relevant to mental and behavioral health within an MTSS framework.
  • Build and maintain relationships with community partners and stakeholders, including referral sources and other health providers.
  • Conduct outreach to recruit school districts for participation in behavioral health initiatives, satellite outpatient sites and professional development activities.
  • Organize and facilitate parent training and community information sessions.
  • Participate in relevant professional development to remain current on programs and practices in the mental health field.
  • Serve as the CSIU Regional Crisis coordinator for school districts and career technical centers (CTCs).
  • Act as a representative of the CSIU at community meetings, conferences, and professional events.

 

Administrative and Compliance:

  • Maintain confidentiality and compliance with FERPA, HIPAA, and other relevant regulations governing outpatient mental health services.
  • Provide oversight to satellite outpatient sites and ensure consistent service delivery.
  • Coordinate with county mental health agencies to enhance service integration.
  • Consult with relevant sources to assist families with Medical Assistance applications and insurance navigation.
  • Maintain licensing requirements at CSIU main site as well as district satellite sites.
  • Establish and maintain quality improvement initiatives; regularly review and adapt service delivery models based on client feedback and outcomes.
  • Monitor and evaluate clinical outcomes; implement changes as necessary to enhance service quality.

 

EDUCATION, KNOWLEDGE, AND SKILLS REQUIREMENTS:

  • A Master’s degree in Psychology, Social Work, Counseling, or a related mental health field required, A Doctor of Philosophy (Ph.D.) is preferred
  • Active Pennsylvania professional licensure as either a Licensed Psychologist, Licensed Clinical Social Worker, Licensed Professional Counselor or Licensed Marriage and Family Therapist is required.
  • Minimum of five (5) years of post-graduate experience in clinical mental health, including experience in school mental health services required.
  • Minimum of two (2) years of clinical supervisory experience related to outpatient mental health services required.
  • In-depth knowledge of PA Title 55, Chapter 5200 regulations, school mental health frameworks, and behavioral health best practices.
  • Familiarity with quality improvement practices and data-driven decision-making.
  • Training or certification in evidence-based practices related to mental health services.
  • Strong leadership skills, with experience supervising clinical staff and overseeing service delivery in a mental health setting.
  • Knowledge of Multi-Tiered Systems of Support (MTSS), Interconnected System Framerwork (ISF), Positive Behavioral Intervention and Supports (PBIS), trauma-informed practices, and evidence-based mental health interventions.
  • Excellent interpersonal and communication skills, with the ability to engage and motivate staff.
  • Proven ability to develop and implement clinical programs and policies.
  • Excellent communication, organizational, and problem-solving skills.
  • Ability to work effectively both independently and as part of a team, fostering collaboration with multiple stakeholders.
  • Proficiency in Microsoft Office Suite, Google Workspace, and virtual meeting platforms (Zoom, Teams, etc.).

 

ADDITIONAL ELIGIBILITY QUALIFICATIONS:

  • Current, approved Act 34 (PA State Police), Act 151 (PA Child Abuse Registry) and Act 114-FBI Fingerprint clearances are required and must be renewed at appropriate, specific intervals pursuant to Act 153 of 2014 (revised Act 15 of 2015).
  • Completion of Act 126 Mandated Reporter Training (minimum of three hours every five (5) years).
  • Availability for travel within Pennsylvania, including occasional overnight stays for professional conferences and training events.

 

PROFESSIONAL DEVELOPMENT REQUIREMENTS:

  • Middle management supervisors are required to keep abreast of current trends.
  • Training in and the ability to implement Suicide Prevention / Intervention and First Aid/CPR is required.
  • Attend regularly scheduled Leadership Roundtable and other supervisory / staff meetings.
  • Participate in local and state training that is pertinent to their job assignment and participate in CSIU-sponsored activities.
  • Attend relevant conferences, trainings, and in-services to maintain and enhance professional development as recommended by the immediate supervisor or required of the position.

 

PHYSICAL REQUIREMENTS: 

  • Sedentary: Able to sit for extended periods of time, occasional walking, standing (as necessary) and able to lift and carry up to 25 pounds.
  • Dexterity: Finger movements (computer keyboard, calculator), eye-hand coordination (office equipment, etc.).
  • Audio-Visual Requirements: Within normal range with or without correction.
  • Is able to move throughout all buildings, floors and grounds.
  • Worksite Environment: Primarily indoors-office setting with occasional exposure to outdoor elements/climate during the day.
  • Mental demands: Steady response to unpredictable situations, ability to remain calm and productive during stressful situations. Demonstrates independent judgment, discretion and is able to manage multiple projects and deadlines.
  • The ability to work in a constant state of alertness and safe manner.
  • Ability to travel to various work site locations and meetings as needed.

 

TIME AND SITE REQUIREMENTS:

  • This is a full-time, exempt position following a 12-month, 260-day schedule primarily based at the CSIU office in Milton, PA, with travel to school districts and community partner sites as needed.
  • Work involves a combination of office-based duties and fieldwork in educational settings.
  • Excellent organizational and time management skills to prioritize multiple tasks, deadlines, and unpredictable situations with professionalism and discretion.
  • Excellent oral and written communication skills are required including fluent and diplomatic verbal and telephone communication skills.
  • Maintain confidentiality regarding education programs, students and parents at all times adhering to the Federal Educational Rights and Privacy Act (FERPA) requirements to protect staff and student data.
  • Must have the ability to establish and maintain positive working relationships with colleagues, co-workers, community agency personnel, parents, and district personnel.
  • Knowledge of and apply the laws that govern special education services and be familiar with all categories of programs for students with special needs.
  • Must be organized, possess excellent time management and computer skills. Flexibility in adapting to various student educational and behavioral needs including schedules required.
  • Computer experience with Microsoft Word, Excel, Outlook, data entry, email and experience managing file sharing with Google Drive.
  • Adept at using virtual meeting platforms such as Skype, Zoom, and Microsoft Teams.
  • Must have ability to work effectively with colleagues, co-workers, community agency personnel, and students/trainees.
  • Requires the ability to develop and maintain positive and collaborative relationships using tact and diplomacy and to remain calm in unpredictable situations.

 

CSIU PROPERTY AND CONFIDENTIALITY REQUIREMENTS:

  • All property, including intellectual property, materials, equipment or actual products and services developed or accrued as part of the job duties and responsibilities listed above, is the property of the CSIU. It may not be used for personal profit or gain and will be relinquished to the CSIU upon termination of employment from the CSIU. 
  • The person employed in this position shall maintain confidentiality with regard to the personal and private information about clients and coworkers, programs and services and any other proprietary information accrued as a result of CSIU employment or as required by state or federal laws and regulations.
  • The person employed in this position must adhere to all requirements identified in the code of professionalism entitled "Ambassadors Are Professionals, Too" and CSIU Administrative Regulation 317-AR-1 CSIU Service Standards.

 

MANAGEMENT REQUIREMENT: As a supervisory/management staff member, this position is also responsible for representing the CSIU in public networking and partnership activities by maintaining knowledge about and promoting CSIU programs and services and by relating information about potential grant or other funding sources to appropriate CSIU staff members.

 

 

Salary : $90,000 - $120,000
