ORGANIZATIONAL RELATIONSHIP: This position reports directly to the Assistant Executive Director/Chief Academic Officer.
JOB DEFINITION: The Director of Educational Planning is responsible for providing visionary educational leadership and oversight for the CSIU’s strategic growth areas, including the establishment and implementation of the Educator Preparation Program (EPP), expansion and success of teacher pipeline initiatives, development of online learning and professional learning initiatives, curriculum development and oversight, and cultivation of regional partnerships. The Director of Educational Planning will support best practices in online learning to assess and analyze current online programs and build capacity and relationships with eToole district partners and online learning course providers. This role will lead cross-functional efforts to align new and emerging educational initiatives with CSIU’s mission to support education, innovation, and workforce development across the region.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Educator Preparation Program (EPP) Leadership
- Lead the design, establishment, and strategic expansion of the CSIU’s EPP to address regional teacher workforce needs.
- Supervise and support teacher candidates, including paraprofessionals, emergency certified teachers, and others on certification pathways.
- Collaborate with Local Educational Agencies (LEAs), higher education institutions, and the Pennsylvania Department of Education (PDE) to ensure compliance, alignment, and innovation in EPP practices.
- Oversee mentor teacher development and partnership agreements/memorandums of understandings (MOUs).
- Monitor program effectiveness, outcomes, and continuous improvement plans.
Strategic Initiative Development
- Develop and lead strategic educational initiatives aligned with CSIU priorities, including but not limited to online learning, professional development, micro-credentialing, and adult learning pathways.
- Support and oversee expansion of online learning offerings in collaboration with districts and providers.
- Build and sustain partnerships with higher education, workforce, and community organizations to advance CSIU initiatives.
- Establish strategic partnerships with international schools, organizations, and educational networks to promote cultural exchange, collaborative learning, and global professional development opportunities.
- Design and implement programs that connect local educators and students with international peers through virtual exchanges, collaborative projects, and study-abroad experiences that align with CSIU’s mission and regional priorities.
- Serve as a liaison to national and international organizations focused on global education, representing CSIU at conferences, forums, and professional networks to promote and enhance the region’s international engagement.
eToole Online Learning
- Lead and execute a strategic growth plan to expand eToole as a premier regional online learning consortium, cultivating partnerships with CSIU districts and identifying opportunities to broaden service impact beyond the region.
- Develop and implement a comprehensive marketing and communications strategy in collaboration with CSIU Communications, leveraging data, success stories, and innovative practices to promote the value and outcomes of CSIU’s online learning solutions.
- Design and oversee a system of scalable, proactive technical assistance and capacity-building services that empower districts to implement high-quality online learning environments aligned with best practices.
- Lead the development and continuous improvement of a comprehensive professional learning framework for online education, offering innovative, research-based, and flexible learning experiences (synchronous and asynchronous) that build district and educator capacity.
Curriculum Development and Oversight
- Assist districts in the design, implementation, and evaluation of K-12 curriculum and systems
- Assess district curriculum priorities to ensure alignment of CSIU professional development resources with district needs.
- Establish benchmarks and performance metrics for curriculum effectiveness, utilizing data-driven approaches to track progress and identify areas for improvement.
- Coordinate professional development opportunities for educators and administrators that focus on curriculum implementation and innovation, ensuring high standards of teaching and learning.
- Engage with external educational partners and institutions to explore opportunities for collaboration and to bring innovative curriculum solutions and resources to the region.
- Facilitate and support regional curriculum coordinator’s meetings.
Organizational Leadership and Collaboration
- Serve as a thought partner to CSIU leadership on innovative practices, emerging trends, and strategic opportunities.
- Supervise staff and teams aligned to assigned initiatives (e.g., teacher preparation, online learning, etc.).
- Facilitate cross-department collaboration to ensure initiatives are integrated and sustainable.
NON-ESSENTIAL DUTIES AND RESPONSIBILITIES: Perform other related duties as assigned by the immediate supervisor or designee.
EDUCATION, EXPERIENCE AND SKILLS REQUIREMENTS:
- A minimum of a Master’s degree in Curriculum and Instruction, Instructional Technology, Education Leadership, or related field. A Doctorate in Curriculum and Instruction, Instructional Technology, Education Leadership, or related field is preferred.
- Valid Pennsylvania Supervisor of Curriculum and Instruction (CSPG #88) or Principal PK-12 (CSPG #95) is required. A Pennsylvania letter of eligibility is preferred.
- Minimum of ten years of related professional work experience required consisting of a minimum of six 6) years’ experience gained in the public schools, state-approved private schools or colleges and universities consisting of three (3) years’ previous experience as a classroom teacher; leading professional development; And three (3) years as a district-level administrator.
- Minimum five (5) years of supervisory experience with excellent supervisory skills. This includes knowledge and experience in program planning, development, evaluation and management.
- Experience in group processes, public relations, and conflict resolution is desirable and the ability to work successfully with diverse people.
- Ability to keep up-to-date technically and apply new knowledge to your job.
- Experience with best practices in developing and delivering online courses online instruction.
- Excellent interpersonal skills with ability to develop and maintain positive relationships with colleagues and clients, both internal and external.
- Knowledge and experience in software programs, including Google platform, Word, Excel, PowerPoint, and email.
- Knowledge of Curriculum, Instruction, and Assessment.

PROFESSIONAL DEVELOPMENT REQUIREMENTS:
- Middle Management supervisors are required to keep abreast of current trends, best practices regarding instruction and research to ensure quality programs and related services.
- Maintain PDE certification requirements of Act 48 hours for the Professional Education Records Management System (PERMS) specific five (5) year periods.
- Additionally, they must attend regularly scheduled full staff and other supervisory meetings, participate in local and state training that is pertinent to their job assignment, and participate in CSIU sponsored activities.
ADDITIONAL ELIGIBILITY QUALIFICATIONS:
- Current, approved Criminal Background Check-PA State Police, PA Child Abuse Registry-PA Department of Human Services and FBI Fingerprint clearances required. Pursuant to Act 153 of 2014 (Revised 2015) background clearances must be renewed every 60 months.
- Current, approved Act 126 Mandated Reporter Training certificate showing completion of a minimum of three (3) hours training every five (5) years.
PHYSICAL REQUIREMENTS:
- Sedentary: Able to sit for extended periods of time, occasional walking, standing (as necessary) and able to lift and carry up to 25 pounds. Occasional lifting and carrying technological equipment and paperwork/files related to their job description activities.
- Dexterity: Finger movements (computer keyboard, calculator), eye-hand coordination (office equipment, etc.).
- Audio-Visual Requirements: Within normal range with or without correction.
- Is able to move throughout all buildings, floors and grounds.
- Worksite Environment: Primarily indoors-office setting with occasional exposure to outdoor elements/climate during the day.

TIME AND SITE REQUIREMENTS:
- This is a full-time exempt Act 93 middle manager position following a 12-month work schedule.
- The position requires evening meetings, overnight travel, attending conferences and training as needed.
- Attendance at work is a requirement of this position; any and all absences must be approved by the Assistant Executive Director/Chief Academic Officer or designee.
CSIU PROPERTY AND CONFIDENTIALITY REQUIREMENTS:
- All property, including intellectual property, materials, equipment or actual products and services developed or accrued as part of the job duties and responsibilities listed above, is the property of the CSIU upon termination of employment from the CSIU.

MANAGEMENT REQUIREMENT: As a supervisory/management staff member, this position is also responsible for representing the CSIU in public networking and partnership activities by maintaining knowledge about and promoting CSIU programs and services and by relaying information about potential grant or other funding sources to appropriate CSIU staff members.
