POSITION OVERVIEW
Responsible for development and implementation of overall recruitment strategies in the Human Resources Department. Conducts interviews and recruits candidates in a professional and confidential manner. Important factors are confidentiality, initiative, sound independent judgment, accuracy, and flexibility. Required collaboration with Human Resources Manager, Directors, and Department Managers to identify and implement future hiring needs.
ESSENTIAL FUNCTIONS
- Develops, facilitates, and implements all phases of the agency recruitment process.
- Leads the recruitment process by reviewing, updating, and creating new job descriptions as needed, posting positions, screening resumes, phone screening, assisting with scheduling interviews, and participating in interviews.
- Proactively sources candidates for critical positions and provides candidate feedback post-interview.
- Acts as point of contact and builds influential candidate relationships during the selection process.
- Develops and conducts training with respect to the recruitment and interview process to managers involved in job interviews on affirmative action, equal opportunity hiring practices, and behavioral-based interviewing.
- Prepares recruitment materials and posts jobs to appropriate job board/social media/websites/colleges, etc. to source and recruit qualified candidates.
- Responsible for scanning, filing, and maintenance of confidential application, interview, and onboarding information.
- Develops and updates job descriptions for all positions. Performs job and task analysis to develop new position job description, requirements, and objectives.
- Onboards new employees in order to become fully integrated with Agency standards and expectations, coordinates pre-employment background checks, and coordinates the onboarding process with selected candidates.
- Ensures finalization and coordination of New Hire Orientation.
- Implements Employment Law and Human Resources best practices.
- Assists with reviewing, updating, and enforcing HR policies and procedures ensuring compliance with local, state, and federal employment laws.
- Responsible for process improvement with respect to HR processes and performs special projects to execute identified opportunities.
- Provides back-up support to other members of the Human Resources Department for all tasks required in their absence.
- Supports intern and development programs as needed and coordinates CVRC’s participation in career fairs.
- Supports effective and efficient business practice.
- Maintains positive business relationships, confidentiality, good attendance, punctuality, and acts in accordance with all company policies and procedures.

MINIMUM QUALIFICATIONS
- Bachelor’s Degree in Human Resources or Business Administration and two (2) years of experience as a Recruiter or related field.
- Experience with full cycle recruitment process.
- General knowledge of human resources practices.
- Must have hands on experience with various selection processes and/or recruitment software.
- Ability to speak in front of candidates and managers during different types of interviews.
- Ability to spell and punctuate accurately to compose professional memos, letters, and e-mail communications.
- Ability to prioritize, organize and coordinate workload to meet deadlines.
- Ability to work in a detailed organized manner.
- Ability to work cooperatively and effectively with others.
- Must demonstrate initiative, self-motivation, sound independent judgment, flexibility, strong interpersonal, and excellent written and oral communication skills.
- Must have a valid CA driver’s license, reliable vehicle, and vehicle insurance.
TRAVEL REQUIREMENTS
- Must have the ability to travel within CVRC’s six-county-wide region as assigned or required.
WORKING CONDITIONS
Professional office environment. Noise level in the office is low to moderate depending on area. Individual workspace is assigned and varies from open cubicle to private office.
