REAL ESTATE ASSESOR TRAINEE
- Assists assessors with coordinating field inspections for valuation.
- Conducts on-site inspection of properties; collects data of new and modified structures; measures building exteriors and takes photographs of buildings/properties.
- Interviews property owners/builders for essential data that may affect valuation of real estate tax.
- Enters and reviews data of building permits and monitors building activity to insure timely assessments.
- Reviews building plans, prepares sketches and illustrations of each structure, calculates area, and inputs information in computer (CAMA) system.
- Operates computer (CAMA) system to prepare status and specialized reports, and operates other machines as necessary to perform work duties.
- Attends training and instructional meetings on appraisal and assessment as well as procedures, policies and methods pertaining to database entry.
REAL ESTATE ASSESSOR 2
- Studies building plans, specifications and sales information to determine size, type of construction and other factors which affect property value.
- Performs site visits to gather and/or verify information; measures and lists data about property and interviews property owners/builders for essential data.
- Prepares sketches and illustrations of each structure, calculates area, and inputs information in computer (CAMA) system.
- Communicates with property owners and taxpayers, giving information, answering questions, and resolving complaints about assessment appraisal techniques and/or appraised value.
- Interacts with other county and municipal officials, agencies, realtors, appraisers and developers; and receives, provides, and develops demographic information in regard to daily work duties.
- Processes and reviews building permits and monitors building activity to insure timely assessments for each property as well as each taxing authority.
- Reviews real estate sales, investigates their validity and reports findings to supervisory personnel.
- Reviews and analyzes information collected and determines appraisal value of residential, commercial/industrial and farm property.
- Correlates estimates made by various recognized methods, including market cost, or income to determine a fair appraisal.
- Operates computer (CAMA) systems and GIS programs to prepare status and specialized reports, and operates other machines as necessary to perform work duties.
- Follows and comprehends regulations, ordinances and policies with regard to statute policies and investigates violations and reports same to Chief Assessor.
Qualifications
Required Education: REAL ESTATE ASSESSOR TRAINEE High school diploma required with some college education preferred. Employees shall be required to attend and successfully complete mandated courses including successful completion of the Certified Pennsylvania Evaluator (CPE) Exam within two (2) years from date of employment. All training and courses, including the CPE Exam, will be fully paid fo rby the county. Additionally, and at the county expense, must maintain their license and complete mandatory education courses required and approved by State Board of Certified Real Estate Appraisers. REAL ESTATE ASSESSOR 2 High school diploma required with some college education preferred. Must be Certified Pennsylvania Evaluator (CPE). Must maintain licensure and fulfill mandatory education courses required and approved by State Board of Certified Real Estate Appraisers. Required Experience: REAL ESTATE ASSESSOR 1 Six (6) months working experience in real estate construction or building inspection field preferred. REAL ESTATE ASSESSOR 2 Two (2) years working experience in the valuation of commercial and residential real estate required.
