Our Client is a growing specialty trade contractor providing high-quality services in the Council Bluffs Community. With just under 100 employees and plans for continued expansion, we are seeking an experienced Human Resources Manager to establish and lead our HR function from the ground up. This role is pivotal in developing HR policies, fostering a positive company culture, and ensuring compliance with employment regulations as we scale our workforce. Job Title: Human Resources Manager

Reports To: CEO


Position Overview:

As the Human Resources Manager, you will be responsible for developing and implementing HR strategies and initiatives aligned with the company’s business goals. You will oversee all aspects of human resources, including talent acquisition, compliance, employee relations, benefits administration, performance management, and company culture. This is a unique opportunity to shape the HR function in a growing company and make a lasting impact.

Key Responsibilities:

HR Strategy & Development:

  • Design and implement HR policies, procedures, and best practices tailored to a growing trade contractor.
  • Partner with leadership to align HR strategies with business objectives.
  • Establish and maintain compliance with federal, state, and local employment laws.
  • A great problem solver with an aptitude to learn and grow, while being a trailblazer.

Recruitment & Workforce Planning:

  • Develop a comprehensive recruitment strategy to attract and retain top talent.
  • Manage full-cycle recruiting, including job postings, screening, interviewing, and onboarding.
  • Implement workforce planning strategies to support business growth.

Employee Relations & Culture:

  • Foster a positive, high-performance work environment that aligns with company values.
  • Serve as a trusted advisor to management and employees on HR-related matters.
  • Address and resolve employee concerns and workplace conflicts in a fair and consistent manner.

Compensation & Benefits:

  • Responsible for benefit administration and compensation programs.
  • Evaluate and recommend competitive benefits packages to attract and retain employees.

Performance Management & Training:

  • Develop and implement performance review processes and career development programs.
  • Identify training needs and coordinate professional development initiatives.
  • Support leadership in coaching and developing employees.

Compliance & Safety:

  • Maintain HR records and ensure compliance with OSHA and other safety regulations.
  • Oversee the administration of FMLA, ADA, EEO, and other employment policies.
  • Implement and manage workplace safety and employee wellness programs.
  • Ensure compliance with workers’ compensation, unemployment insurance, and other HR-related requirements.

Qualifications:

  • Bachelor’s degree in Human Resources, Business Administration, or a related field.
  • 5 years of HR experience, preferably in construction, trade, or contracting industries.
  • Strong knowledge of employment laws and HR best practices.
  • Experience with HRIS systems, ATS, and benefits administration.
  • Ability to work independently and build HR processes from scratch.
  • Excellent communication, leadership, and problem-solving skills.
  • ADP Implementation Experience a Plus
