The NCDIT-Transportation team is seeking a Mid-level Technical Analyst to manage and support diverse projects across Waterfall, Agile, and Hybrid methodologies. This role involves planning, organizing, and motivating project teams through all phases of projects while delivering high-quality documentation and artifacts to stakeholders. The Technical Analyst will analyze business data to identify opportunities, support project goals, and coordinate with internal and external teams to ensure successful outcomes.
Key Responsibilities:
- Manage, organize, and lead multiple projects with diverse teams across functional areas or agencies.
- Develop and monitor the integrated master schedule for projects or multiple phases of projects.
- Create, monitor, and manage project budgets in compliance with enterprise standards.
- Effectively manage issues and risks, mitigating potential impacts to project timelines.
- Apply Project Management best practices, including estimation, to manage projects.
- Work with various project management methodologies such as Waterfall, Agile, and Hybrid.
- Advise senior management on technology issues, risks, and project-related concerns.
- Ensure the integrated master schedule is followed, with accountability for schedule changes.
- Liaise with internal and external partners to ensure successful project delivery.
- Assist in the preparation and review of test procedures, test reports, and related documentation.
- Assist with developing strategic customer roadmaps and aligning them with business goals.
- Establish and document processes that support all areas of responsibility.
- Develop use case scenarios for the user acceptance testing process.
- Manage multiple priorities and projects in a dynamic, fast-paced environment.
- Author test strategies, plans, and test cases.
- Create ad-hoc reports, data queries, and dashboards to support business needs.
- Integrate research, team feedback, and client input into solution requirements.
- Maintain high-quality project and software design documentation.
- Track system changes and document completed or ongoing system updates.
- Identify and document business scenarios for process improvements.
- Collaborate with business owners to implement solutions for process defects.
- Analyze root causes of business issues and develop appropriate resolutions.
- Test business processes and recommend improvements based on findings.
Preferred Qualifications:
- Education: A Bachelor’s or Graduate degree in business, computer engineering, computer science, information systems, or equivalent experience.
- Experience: Ten or more years of project management experience, including process management.
Skills & Experience:
- Problem-solving: 10 years of experience in problem-solving with a strong attention to detail.
- Critical thinking & consulting: 10 years of consulting and critical thinking experience.
- Leadership & team collaboration: 10 years of experience leading teams and collaborating across projects.
- Software Development Lifecycle: 10 years of experience with Agile, Waterfall, or Scrum methodologies.
- Performance Metrics: 10 years of experience using statistical methods to monitor and analyze business processes.
- Large Scale Software Development: 10 years of experience in large-scale software development projects.
- Professional Communication: 10 years of effective communication with internal and external stakeholders.
- Prioritization & Organization: 10 years of experience managing multiple tasks and meeting project deadlines.
- Cloud-based Software Development & Support (Nice to Have): 7 years of experience.
- MS Project & Visio (Nice to Have): 7 years of experience.
Additional Information:
- This position requires expertise in managing and analyzing multiple projects simultaneously while delivering quality results.
- Candidates must be local to the Triangle region of North Carolina, with one day per week required onsite in the Triangle area office.
- The position is hybrid, with the flexibility to work remotely with occasional in-person engagements.
