Performs responsible supervisory and technical work directing and coordinating subordinate personnel engaged in the implementation of efficient construction maintenance programs of County roads, bridges, and rights-of-way (ROW). Assesses service and maintenance needs, prepares project cost estimates and budgets, formulates work programs, and schedules and monitors the usage of work hours and materials.

ESSENTIAL JOB FUNCTIONS
- Directs, supervises, and coordinates the activities of subordinate personnel engaged in the construction, maintenance, and repair of county roads, sidewalks, storm sewers, drainage facilities, related appurtenances, and maintenance of public ROW.
- Conducts field visits; supervises crews and ensures and enforces compliance with County rules and regulations; evaluates work plans and makes necessary onsite changes.
- Establishes work priorities and timetables to ensure efficient task completion; checks daily timesheets; tracks employee leave time; adjusts work schedules; and performs disciplinary action if needed.
- Monitors equipment and inventory; monitors procurement card charges; orders materials to facilitate work programs; and schedules maintenance of equipment.
- Participates in the selection, placement, promotion, training, safety, appraisal, and discipline of assigned employees.
- Holds safety meetings; enforces and monitors adherence to safety guidelines; and schedules training and commercial driver’s license testing.
- Tracks budgeted work hours, materials, disposal fees, individual work performance, job cost estimates, and crew costs; ensures crews meet average daily production requirements; attends monthly financial meetings; prepares weekly and monthly job cost estimate reports; checks reports for anomalies or data entry errors; and monitors overall cost vs. production to ensure efficiency.
- Performs basic administrative duties including written reports, memorandums, letters and electronic correspondence, interaction with vendors, and communication through telephone and meetings.
- Assists with public relations activities; meets with citizens; attends Property Owner’s Association meetings; and provides information and answers questions regarding maintenance programs and projects.
- Provides exceptional customer assistance, problem-solving, and/or complaint resolution by all forms of communication.
An equivalent combination of relevant training, education and experience:
- High school diploma or equivalent
- Three (3) years of experience in road construction and maintenance.
Licenses and/or Certificates:
- Must Maintain a valid Class “A” Commercial Driver’s License (CDL), including appropriate endorsements.
- Must obtain and maintain within six (6) months of position assignment:
- Intermediate Work Zone Certificate from Florida Department of Transportation (F.D.O.T.)
- Knowledge of departmental policies, plans, and procedures.
- Knowledge of modern office practices, plans, and procedures.
- Knowledge of Microsoft Word, Excel, PowerPoint, and other job-related computer programs and software applications.
- Knowledge of the laws, ordinances, and regulations relative to the construction, maintenance, and repair of County drainage, streets, and public works services.
- Knowledge of operations and practices of local government.
- Knowledge of the hazards and applicable safety rules and precautions required of heavy equipment operation.
- Knowledge of heavy-duty complex construction equipment.
- Strong analytical and research skills.
- Project-management skills, including ability to estimate costs.
- Skill in effective communication, both orally and in writing.
- Skill in prioritizing and organizing work.
- Skill in the use of office equipment such as a computer, multi-line telephone system, scanner, fax machine, and copier.
