What are the responsibilities and job description for the Utilities Meter Services Specialist position at Charlotte County BCC?
JOB SUMMARY
Performs routine fieldwork involving the installation, removal, repair, and reading of water and sewer meters on an assigned route. Degree of complexity in work assignments is dependent on work experience and skill. Work is required to be conducted at times during inclement weather conditions, using adequate protective gear.
ESSENTIAL JOB FUNCTIONS
- Installs, re-sets, and/or connects meters for service; disconnects, removes, and/or locks meters to discontinue service; installs hydrant meters; installs Advanced Meter Infrastructures for retrofitting of meter; and calibrates antenna.
- Locates, visually inspects, and reads water and sewer meters; records meter readings either manually or with computerized meter reading devices; and records field and property information on meter sheets or electronic devices using approved codes.
- Examines and tests meter installations and reports leaks, unusually high usage, defective and damaged meters, and appurtenances.
- Cleans out meter boxes so that meters are in readable condition; performs routine maintenance and repairs such as replacing broken meter lids, covers, and boxes; and performs minor grounds keeping and light maintenance to meter service area for ease of reading.
- Performs scheduled work assigned through service orders or emergency work by personal, phone, or radio notification.
- Issue notifications for non-compliance to watering restrictions and Florida statutes.
- Responds to customer inquiries or complaints concerning water service, excessive water consumption, water restriction, and water conservation practices; refers customers to business office for inquiries relating to service or billing procedures, requirements for starting and terminating service, or for any other inquires or complaints not solvable in the field.
- Maintains assigned equipment and vehicle in clean and good condition, reports safety concerns and faulty equipment promptly.
- Maintains vehicle logs and other documentation on work activities.
- Provides exceptional customer assistance, problem-solving, and/or complaint resolution by all forms of communication.
QUALIFICATIONS
Education and Experience:
An equivalent combination of relevant training, education and experience:
- High school diploma or equivalent.
- One (1) year of work experience that shows an ability to maintain steady employment in any field.
Licenses and/or Certificates:
- Must maintain a valid driver’s license.
Knowledge, Skills and Abilities:
- Knowledge of departmental policies, plans, and procedures.
- Knowledge of modern office practices, plans, and procedures.
- Knowledge of Microsoft Word, Excel, PowerPoint, and other job-related computer programs and software applications.
- Knowledge of County’s geography and street locations, with the ability to become proficient.
- Knowledge of operating principles of water meters.
- Knowledge of utility operating tariff as it relates to the utility and the customer obligations.
- Some mechanical aptitude and skill in the use of small hand tools.
- Skill in effective communication, both orally and in writing.
- Skill in prioritizing and organizing work.
- Skill in the use of office equipment such as a computer, multi-line telephone system, scanner, fax machine, and copier.
- Ability to learn residential and commercial pipe systems and plumbing fixtures and the operating principles of water meters.
- Ability to read and use area maps and utilize electronic meter reading devices.
- Ability to make simple arithmetic calculations rapidly and accurately.
- Ability to ascertain priorities and meet deadlines and objectives.
- Ability to follow written and oral instructions.
- Ability to perform manual labor, sometimes under unfavorable weather conditions.
- Ability to operate a motor vehicle.
- Ability to provide internal/external guidance and customer assistance via all forms of communication.
- Ability to use computers for data entry, word processing, and/or accounting purposes.
- Ability to author reports, business correspondence, and procedure manuals.
- Ability to establish and maintain effective working relationships with managers, service providers, other employees, and the general public.
PHYSICAL DEMANDS
Stooping, crouching, walking, pulling, lifting, grasping, hearing, seeing up close, seeing far away, kneeling, reaching, pushing, talking, standing, finger movement, repetitive motions, depth perception. Frequent lifting of up to 25 pounds; occasional lifting of up to 30 pounds.
WORK ENVIRONMENT
Work is exposed to outdoor weather conditions or irate customers, extreme noise, odors, heights, and/or dust.
