JOB SUMMARY
Performs administrative, technical and inspection work assisting with the organizing, coordinating, and inspecting of site plan review projects and activities. Coordinates and consults with other agencies and departments involved in reviewing and processing site plan review petitions, subdivisions, platting, street vacations, and lot splits, and evaluation of results.

ESSENTIAL JOB FUNCTIONS
  • Processes site plan review petitions, subdivisions, platting, street vacations, and lot splits to ensure completeness and accuracy. Plans, schedules, and implements reviews and inspections.
  • Review plans, designs, and specifications to ascertain code compliance and ability to meet and maintain project goals; makes recommendations and communicates with affected parties. 
  • Present findings in a public hearing setting.
  • Coordinates and consults with other City, County, State, and federal agencies to include correspondence and follow-up on joint matters including permitting processes.
  • Responds to citizen concerns; prepares written reports and maintains internal files.
  • Assists with general office duties and performs routine administrative tasks that may include ordering supplies, processing paperwork, research, scheduling meetings, creating agendas, record-keeping and taking meeting notes.
  • Manages special / small projects from inception to completion.
  • May conduct field inspections of site plan review petitions, subdivisions, platting, street vacations, and lot splits regarding design and construction.
  • Provides exceptional customer assistance, problem-solving, and/or complaint resolution by all forms of communication.
Education and Experience:
An equivalent combination of relevant training, education, and experience:
  • Associate’s degree
    • Preferred:
      • Urban Design
      • Urban Planning 
      • Civil Engineering
  • Two (2) years of experience in site plan review, zoning, or land development field.

Licenses and/or Certificates:
  • Must maintain a valid driver’s license.
  • Within six (6) months of position assignment:
    • Obtain and maintain Notary Public commission.

  • Knowledge of the principles and practices of zoning and land development regulations in the assigned area of discipline.
  • Knowledge of media used in public relations. 
  • Ability to access, coordinate and utilize County and community resources in the assigned area of discipline.
  • Ability to interpret and implement policies and procedures established by federal, state, County, and/or grant funding sources as applicable.
  • Ability to develop and maintain accurate monitoring systems, tracking systems, records, and reports.
  • Ability to exercise judgment and discretion in applying and interpreting department rules, regulations, policies, and procedures.
  • Ability to exercise judgment and discretion in applying and interpreting local, state, and federal regulations.
  • Considerable knowledge of modern governmental office practices, procedures, equipment, standard clerical/administrative support, and basic database management/accounting techniques.
  • Ability to make recommendations and to use resourcefulness and tact in solving new problems.
  • Skill in the use of standard office computer equipment and software applications. 
  • Strong written and oral communication skills, to include accuracy; attention to detail; creative writing and ability to write correspondence, publications, and press releases as required. 
  • Strong organizational, time-management skills and ability to handle multiple projects at the same time.
  • Ability to interact with the public in a positive and effective manner, and to establish and maintain effective working relationships.
  • Ability to operate a motor vehicle.
  • Ability to provide internal/external guidance and customer assistance via all forms of communication.
PHYSICAL DEMANDS
The following physical abilities are required: Walking, Sitting or Standing, Lifting, Hearing, Visual Acuity to include color, depth perception, and field vision, Reaching, Repetitive Motion, Talking, and Manual Dexterity. Dependent on position assignment, may frequently lift up to 25 pounds and occasionally up to 50 pounds.

WORK ENVIRONMENT
Work is primarily performed in an indoor, climate-controlled environment but, depending on assignment, may have some degree of exposure to environmental changes (e.g., outdoor weather and/or field conditions, etc.) or irate customers, noise, odors, heights and/or dust.
