SUMMARY

The Management Analyst Senior – Human Resources position is responsible for performing a wide variety of analytical and personnel support duties related to human resources, organizational analysis, and development. This position analyzes systems, procedures, and operations; designs and implements improved systems, procedures, and methods; and performs a variety of analytical and administrative tasks. This is a supervisory position. Must be able to work in office setting.


Major Duties and Responsibilities:

Collects, analyzes, and reviews data to support HR Division functions and strategic decision-making.

Evaluates trends, identifies opportunities for process improvements, and recommends strategies to enhance efficiency, policy alignment, and operational effectiveness.

Prepares and maintains reports on key HR metrics, including absenteeism, personnel transactions, retirement projections, overtime, and leave of absence, ensuring seamless integration with payroll systems.

Develops, administers, and refines human resources policies, procedures, and programs to support divisional personnel.

Configure, test, and implement Workday modules, including Core HCM, Compensation, Benefits, Talent Management, Payroll, and Recruiting.

Serve as a subject matter expert in Workday or other selected HRI systems, providing system support, troubleshooting, and resolving issues for end users.

Identifies and executes service delivery improvements by conducting quality assurance and process improvement reviews of HR Division operations.

Interprets and analyzes HR data to inform decision-making and develop actionable recommendations.

Designs and implements an Emotional Intelligence training program for supervisors, including research, curriculum development, marketing, and execution of training sessions.

Provide training and documentation to end users on Workday functionalities, best practices, and new system enhancements.

Oversee personnel management, files, and public records request.

Evaluates and proposes a new employee reward structure to drive performance and recognition.

Compiles, analyzes, and presents HR-related reports, including retirement projections, vacancies, staffing levels, overtime, and merit compensation.

Addresses employee inquiries and concerns related to HR policies, programs, and procedures.

Performs other related duties as assigned to support the HR Division.


Minimum Qualifications:

Bachelor’s Degree with three (3) years of experience

OR master’s degree with one (1) year of experience


Experience: 

Four (4) years of experience performing duties comparable to those of a Human Resources Analyst II. Experience in a public agency setting and a master’s degree is desirable. Experience in Workday is preferred.


Knowledge, Skills, and Abilities:

Business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and/or coordination of people and resources.

Knowledge in HR principles and the ability to analyze and apply this knowledge.

Work with large amounts of data: facts, figures, and numbers.

Analyze data to find conclusions and to create reports, databases and spreadsheets.

Organization and time management.

Methods and techniques of providing training services in assigned program area.

Use critical thinking skills to look at the numbers, trends, and data and come to new conclusions based on the finding.

Problem solves effectively and efficiently.

Communicate clearly and concisely in written and verbal communication.

Recommend and implement goals and objectives for providing services in assigned program.

Interpret and explain City and Departmental policies and procedures.

Prepare clear and concise administrative reports.

Establish and maintain effective working relationships internally and externally.

Analyze and coordinate efforts with multiple entities.

Learn quickly and adapt to changing organizational priorities.

Positions in this class typically require grasping, talking, hearing, seeing, and repetitive motions.

Physical Requirements:

Essential and marginal functions may require maintaining physical condition necessary for sitting, standing, climbing, or walking for extended periods of time.

Light to moderate lifting and carrying; some crouching, stooping, squatting, crawling, reaching, pushing, and pulling when performing tasks.

Adequate vision, hearing, and speech required.

Sensory Requirements:

Concentrated and attentive use of one or more senses (visual, audio, and other sensory modalities) for proofreading, data entry, tabulating data.

Ability to operate in an environment with frequent interruptions from people and or noises, which in return could result in some level of stress, fatigue, or strain.

Comprehensive written information in work-related documents.

Ability to hear, understand, and distinguish speech.

Working Conditions:

Work is performed in an indoor office environment with moderate exposure to atmospheric conditions; moderate exposure to environmental conditions (such as officers, community members, victims, etc.); and frequent exposure to computer screens, files, and phone.

CONDITIONS OF EMPLOYMENT

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
