General Definition of Work
The Manager of Licensure, under limited supervision, performs intermediate level work with considerable decision making discretion interpreting regulations; evaluating credentials to determine licensure eligibility; serves as a consultant to licensed staff and school administrators; and provides supervision and guidance to staff. This position is responsible for ensuring that employees are properly licensed in accordance with regulations adopted by the North Carolina Department of Public Instruction (NCDPI). Employee performs highly complex and supervisory work to carry out Board of Education policies and procedures related to licensure under the direction of the Director of Licensure.

Essential Functions
- Adhere to all state, federal, and local laws, policies, and procedures
- Lead, manage, supervise, and evaluate assigned staff / programs in human resources
- Investigate, analyze, and formulate methods for handling special projects / reports
- Ensure that all Human Resources systems are fair, equitable, and adhere to state, federal, and local laws, and school board policies
- Supervise the licensure program, ensuring that school personnel are properly licensed and that all licenses are renewed as required by the NCDPI
- Oversee the day-to-day operations of the licensure department
- Collaborate, develop, and implement licensure policies and programs
- Monitor and audit all state reports and salary exceptions to ensure proper licensure and salary level in coordination with Payroll, Budget and Compensation and the State Division of Auditing and Accounting
- Analyze salaries that impact expenditures of local funding
- Assist with the leadership and coordination of human resources events / programs
- Serve as a consultant to principals, administrators and coordinators regarding staffing and hiring decisions as impacted by teacher licensure status; communicates with principals and other administrators regarding the licensure status of their employees
- Review credentials to determine eligibility for employment, completeness of credentials and documentation required by application process including transcripts, confidential references, completed background check, etc.
- Determine appropriate contract status, BT status, educator's license if applicable, salary placement and level of benefits
- Prepare payroll documentation for certified employees to include any payroll changes
- Serve as licensure specialist for school system; answer licensure questions; maintain license information and act as liaison between NCDPI licensure / regional alternative licensing center
- Facilitate staff meetings and attend other related meetings as needed / required
- Oversee and manage processes to ensure accurate management of personnel records and reporting through multiple platforms
- Complete local, state, or federal surveys and reports accurately and promptly
- Participate in professional development workshops and leadership training
- Create an inclusive environment with positive communication / public relations
- Perform related work as assigned or required
