General Definition of Work
The workforce management senior analyst, under general supervision, performs professional work providing financial and business process support related to budgeted / allocated personnel resources. Position is responsible for collaborating to monitor that expenditures are in compliance. Responsibilities include coordination and process improvement; as well as performing advanced financial analysis and administrative work. Employee performs senior level work to carry out the Board of Education policies and procedures under the direction of the Director of Workforce Management.

The normal place of work is on the premises used by Charlotte-Mecklenburg Schools. Charlotte- Mecklenburg Schools reserves the right to require you to work at such other place(s) as it may reasonably require from time to time.
Essential Functions
- Adhere to all state, federal, and local laws, policies, and procedures
- Lead, monitor, and evaluate assigned projects in workforce management
- Investigate, analyze, and formulate methods for handling special projects / reports
- Perform complex financial analysis and present findings in easily consumable reports
- Develop reporting and analysis tools for position control, program evaluation, and financial position and forecasting
- Oversee the district-wide extended employment program
- Coordinate processing of position exchange requests
- Analyze and evaluate personnel budget versus personnel expenditures
- Analyze the general ledger to identify and adjust discrepancies
- Review personnel budget codes and funding sources for compliance with the chart of accounts, and recommend shifts to maximize budgets
- Monitor for appropriate use of pay codes in preparation for payroll
- Collaborate with other departments on the budgeting and payment for district programs including summer programming, stipends, performance-based compensation etc.
- Participate in the annual budget process and year-end closeout
- Implement process for clearing licensure salary audit exceptions, and coordinate / collaborate with Human Resources to clear exceptions
- Respond to or delegate inquiries submitted through the workforce management
- Serve as subject matter expert for workforce policies and practices
- Complete local, state, or federal surveys and reports accurately and promptly
- Prepare and present reports, data, and needed correspondence
- Create databases and analyze trends
- Build a repository of standard operating procedures (SOPs) for department training
- Facilitate meetings and attend other related meetings as needed / required
- Participate in professional development workshops and other training
- Create an inclusive environment with positive communication / public relations
- Perform related work as assigned or required
