Job Title: Human Resources Manager
Overview: Charter School of New Castle is one of Delaware’s top-performing K-8 charter schools, recognized for our commitment to academic excellence and community engagement. We are seeking a Human Resource Manager who will oversee all aspects of employee management within the school. These aspects include recruitment, hiring, onboarding, employee relations, benefit administration, compliance with labor laws and policy development.
ABOUT US:Charter School of New Castle (K-4 and 5-8 campuses, founded in 2006) is a free, public school that educates almost 800 students. Our campus is located in Historic New Castle. We are a community-based school who uses multiple partnerships, strong relationships with families, and a dedicated and hard-working staff to ensure academic success for all students. Major Responsibilities and Duties
The Human Resources Manager Will
Leadership:
- Develop and implement HR policies that support the schools objectives including recruitment, retention, and talent development.
- Work directly with the CEO and Director of Operations of the school to develop and implement effective strategies to ensure a safe and welcoming working environment for all staff.
- Effectively communicate with staff, administrators, and parents on HR policies and procedures.
Recruitment and Onboarding
- Lead full-cycle recruitment for instructional and non-instructional staff.
- Post job openings, review applications, conduct interviews, and assist with hiring decisions for teaching and staff positions.
- Oversee new-hire orientation in alignment with the Delaware Department of Education guidelines.
Employee Relations
- Address employee concerns, mediating disputes, and resolving any potential conflicts between staff members or with administration.
- Investigating and responding to complaints regarding workplace issues like harassment or discrimination.
- Foster an inclusive, high performance work environment.
Compensation and Benefits
- Managing employee benefits packages, including health insurance, retirement plans, and paid time off.
- Keeping up to date on salary benchmarks to help ensure competitive compensation for staff.
Compliance and Legal Matters
- Ensuring adherence to Delaware state and Federal labor laws including compliance with regulations related to employee rights, discrimination,and workplace safety.
- Maintain employee records and documentation.
- Ensure employees retain proper certification
Qualifications & Experience
- Education: Bachelor's degree (Master preferred) in Human Resources, Business administration or related field.
- Leadership Background: At least 3-5 years in an HR role, ideally with a school or non-profit setting. PHR/SPHR certification is a plus.
- Familiarity with HR requirements in Delaware schools, understanding of charter-specific staffing needs preferred.
- Strong communication and Interpersonal skills. Proven ability to engage staff at all levels, provide clear policy guidance, and collaborate with leadership.
- Skilled at handling HR data, documentation, and compliance reporting within tight deadlines.
COMMITMENT AND COMPENSATION:
Length of Work Year: 12 months, occasional evening and weekend commitments as well as occasional travel is required.
Salary and Benefits: Salary is commensurate with qualifications and experience. All staff members are State of Delaware employees and thus entitled to the State of Delaware benefits plan.
